Yoo Dong-gyu, a former head of the planning division of Seongnam Urban Development Corporation, who was designated as the ‘key man’ in the investigation into the suspicion of preferential treatment for the development project in Daejang-dong, Seongnam-si, Gyeonggi-do, was arrested. With the arrest of Yoo, a key figure in the Daejang-dong project, the prosecution’s investigation is expected to take off.
On the 3rd, Judge Lee Dong-hee of the Seoul Central District Court issued an arrest warrant for Yoo, who is accused of breach of trust under the Act on Aggravated Punishment of Specific Crimes and bribery under the Act on Aggravated Punishment of Specific Crimes. Judge Lee revealed the reason for the issuance, saying, “There are fears of destroying evidence and fear of running away.”
Previously, Yoo’s lawyer met with reporters after completing the interrogation of the suspect (warrant substantive examination), which lasted about an hour and a half on the same day, and said, “I requested an investigation without detention to guarantee (Yu’s) right of defense.”
Prosecutors suspect that Yoo, as the public sector manager of the Daejang-dong development project, caused damage to Seongnam City by removing the provision for recovering excess profits from the shareholder agreement of the public-private joint venture ‘Seongnam Garden’, the project implementer.
The prosecution also analyzed the statements of accountant Jeong Young-hak, the owner of Cheonhwa-dongin No. 5, and the transcript he submitted, and as a result, it is believed that Yoo received money from Hwacheon Daeyu (bribery).
Yoo’s lawyer explained that the 1.1 billion won he received from Hwacheon Daewoo was “borrowed with business funds, etc.” Regarding the ’70 billion won contract’ that was raised by some, he denied it, saying, “(With Hwacheon Daeyu major shareholder Kim Man-bae) I recorded the exchange as a joke, and it became like a promise.”
It is known that Yoo threw his cell phone out the window during a search and seizure of his home on the 29th of last month. After refusing to comply with the prosecution’s request to appear, Yoo was suddenly admitted to the hospital emergency room on the 1st and was arrested.
