Active since 2013, the fund does not provide direct cash grants. Instead, it offers a public guarantee covering up to 80% of a mortgage’s capital portion. This state backing encourages lenders to approve financing up to 100% of a home’s purchase price, removing the need for a traditional down payment.
Eligibility Rules and State Coverage Limits
The measure applies strictly to primary residences priced up to 250,000 euros, with limited exceptions for inherited properties or intra-family transfers.
During the 2026-2027 period, the beneficiary pool focuses heavily on economically vulnerable groups. Priority goes to those under 36, married or cohabiting couples of at least two years where one partner is under 35, single-parent households with minor children, and tenants of public housing.
For larger families, the system scales up support. Households with three children under 21 face an ISEE income threshold of 40,000 euros. For families with four children, the ISEE limit reaches 45,000 euros and state backing rises to 85%. Households with five or more children see an ISEE ceiling of 50,000 euros paired with a 90% capital guarantee, minimizing lender risk.
Interest Rate Safeguards and Application Timelines
To prevent market volatility from freezing the fund, the 2025 Budget Law introduced a safeguard clause. Guaranteed mortgages must normally apply an interest rate not exceeding the Effective Global Average Rate, or TEGM. However, if 10-year IRS benchmarks spike, participating banks may temporarily exceed that threshold to avoid issuing loans at a loss. Borrowers must submit applications directly through their chosen lending institution. Applicants should verify that a bank participates in the scheme by checking updated lists on the Consap website.
After submitting an ISEE certificate and a preliminary sales contract, applicants receive a response from the lender in approximately twenty business days. Once the guarantee is approved, borrowers have a strict 90-day window to complete the property deed before the coverage expires and the application process must restart.
