The government decided to strengthen domestic and foreign forestry activities by investing 11.4 trillion won between this year and 2030 so that 11% (32 million tons) of the 2030 national greenhouse gas reduction target from forests can be reached. In order to ensure the public benefit function of forests, it also promotes the introduction of a ‘forest public value preservation payment system’ which compensates owners of forest protection zones in private forests whose property rights are restricted.

As carbon reduction measures, expanding forest management and reducing forest disasters to ensure 74.7% (23.9 million tonnes) of the total reduction target, creating green spaces such as urban forests in surplus areas (100,000 tonnes), and expanding the use of wood domestic as carbon storage (150 tonnes), 10,000 tonnes), use of forest by-products as energy (1.5 million tonnes), and activities to prevent deforestation in developing countries (REDD+) (5 million tonnes).

Introducing a new system to ensure public safety and increase the income of forestry workers in response to three major disasters: forest fires, landslides, and forest pests. Strengthen cooperation on the management of steep slopes (Ministry of Public Administration and Security) and road slopes (Ministry of Land, Infrastructure and Transport), and provide landslide forecast information from 24 hours in advance to 48 hours from February. In order to respond systematically to forest disasters that become large scale, such as the forced evacuation of local residents and the establishment of a Forest Disaster Safety Technology Corporation, he also intends to enact the ‘Forest Disaster Prevention Act’.

From 11 June, an environmentally friendly timber harvesting system will be implemented, such as adjusting the maximum area for timber harvesting from 50ha to 30ha. It was decided to increase the effectiveness of the system by removing the upper limit on the purchase standard for mountain pensions and the limitation on shared shares, and expanding the purchase area from 371ha to 3700ha. The payment requirements for the forestry direct payment system will be improved to the level of agriculture, etc., and the ‘forest public value preservation payment system’ will be introduced to compensate owners of private forest forest protection zones (30,000, 90,000). ha) whose property rights are restricted.
