Barcelona Official Calls for Housing Policy Reform

barcelona’s Deputy Mayor Jordi Valls is advocating for significant reforms to the city’s housing policies, notably concerning financial and urban regulations. Speaking at the V Business Forum: The Business Resurgence of Catalonia, Valls emphasized the need to revise current standards to expand the public residential park.
Valls stated that current financial rules hinder local administrations from increasing debt or utilizing positive remnants from previous fiscal years, even after significant debt reduction efforts. He stressed that an remarkable volume of investment is needed in the housing sector.
He also criticized the excessive rigidity within urban planning, arguing that existing legislation is outdated.Valls noted that regulations stemming from the 2008 crisis, which treated real estate assets as toxic, are no longer appropriate. He asserted that these assets are now essential for addressing current housing policy needs.
Valls pointed out the disparity in public spending, noting that Spain allocates only 0.2% of its GDP to housing policies, while the European average is 1.4%. He stressed that achieving housing goals requires mobilizing the private sector.
The Barcelona City Council has several initiatives underway to increase affordable housing.These include developments in the new marina del Prat Vermell neighborhood and the creation of a residential area near the future AVE station of La Sagrera, with 2,089 units designated as protected housing.
Additionally, the city is reorienting land use in the 22@ district, originally intended for public facilities, to construct more homes. For instance, approximately 200 units are planned for the site of the Chamber tower.
