Catalonia’s Minister of Economy and Finance, Romero Alicia, said the government intends to start negotiations for the 2026 budget “as soon as possible,” following validation of the latest credit supplement decree. The regional executive hopes the new budget will be in effect at the start of the year.
The government of Salvador Illa shares this goal, though challenges within the ERC previously hindered progress. With those issues resolved, and after negotiations with independentistas and the common, a foundation for understanding with the PSC has been established. A new public accounts project is expected around the summer.
Alicia stated that the government is awaiting the budgetary framework for next year, typically set during the summer. Once economic data is available, the mechanism for budget design will be implemented.
Regarding demands from ERC and common, particularly concerning singular financing and housing, the counselor noted that the “highest figure” of Generalitat investment in housing promotion policies has already been reached through credit supplements.
The government is also working to meet financing commitments. Details of the new financing model’s “singularity” are expected to be released this June, a key element of the agreement between Republicans and Socialists to support Illa.
“We hope that this trust can be strengthened and that this serves, obviously, as to negotiate not only some budgets, but also many other things that we have ahead,” Alicia added.
Concerning the decree law postponing the new tourist tax, challenged by the Board of Statutory Guarantees, Alicia reiterated the government’s commitment to validating it. She noted that the initiative is being processed as a bill, and parliamentary groups will determine any modifications to the text.
What’s next
The Catalan government will proceed with budget negotiations after the summer, aiming for implementation at the start of 2026, while addressing key issues such as housing and financing.
