75 outsiders out; Kannur became the first district committee to implement the decision

Kannur: Kannur has become the first district committee to implement the CPM’s decision not to include 75-year-olds in party committees. The district assembly elected MV Jayarajan (61) as the district secretary and excluded all those above the age limit from the new district committee.

No one was allowed a waiver. Instead, many newcomers were added to the committee. This ensured that the decision would be implemented in the state assembly as well. It has been decided that those above 75 years of age should not continue in the district, state and central committees.

Kannur made history by removing all the state committee members from the district committee. Former district secretary and state committee member P Jayarajan and state committee member AN Shamsir were removed from the district committee. The district has a total of eight state committee members. Others had earlier been excluded from the district committee. State committee members can attend the District Secretariat meeting and the District Committee.

For the first time, women were represented in the District Secretariat. N. Sukanya was included in the Secretariat. The conference elected a 50-member district committee and a 12-member secretariat. It is noteworthy that the election of the district secretariat was held at the district conference itself. The general district secretariat is then elected. Fourteen people were removed from the old committee. Newly added 11 people. Representation of women, minorities, dalits and youth was evident in this.

The district assembly had approved the continuation of MV Jayarajan, who was the secretary following the vacancy of the post of secretary for P Jayarajan to contest in the Lok Sabha. Jayarajan is a former private secretary to the chief minister, a former MLA and a member of the CPM state committee.

House committee to monitor each house

It was decided at the meeting that a House committee would be formed to monitor and maintain daily contact with every house in the district. Each party member will be in charge of 10 houses. The committee will be headed by two or three people. The members of this committee will maintain daily contact with the households in their charge. This is part of the decision to bring all families closer to the party.

The CPM had earlier conducted a survey in this regard. Compared to the number of houses in the district and the number of party members, an average member would have to be in charge of 10 houses. Currently, each member is responsible for less than 10 households in each of the 10 areas. 11 to 18 houses will be in charge in 8 areas. The CPM’s move is aimed at attracting people to the party and the possibility of further rule. The assessment is that the Congress came out with the formation of a unit committee and prompted the CPM to take such a decision.

The CPM district conference decided that the district branch committees should meet three times a month, with one area committee member attending. District committee members must attend local committee meetings at least once every 6 months.

Rescue training for Red volunteers

The Red Volunteers will be trained in trauma care and other rescue activities and will be active in charitable activities. Currently, the only job of party volunteers is to line up and parade at party events. The CPM district convention has taken on the task of guiding them to the path of charity. Party classes will be organized to impart political education to branch secretaries, party members and sympathizers.

Failure to address women’s issues

Despite the increasing membership of women in the party, the CPM was criticized at the district convention for failing to address women’s issues. The meeting also demanded that the government provide pension to housewives. The leadership reckons that if this demand is considered, more women can be brought into the party.

Women make up 20 per cent of the total party members in the district. Secretaries in 167 branches are women. Both local committees are headed by women. However, the delegates pointed out that there are 122 branches in the district in which not a single woman is a member. Although there are many women who have proven their ability, there is criticism that the leadership is not paying enough attention to cadre them.

The meeting approved the proposal that women should be able to ensure representation in non-women branches by the time of the next membership test. The delegates also demanded that the CPM be prepared to take strong action in this regard against the backdrop of increasing violence against women.

Not paying attention to the hilly region

Criticism was also raised at the conference that the CPM was not giving enough consideration to the hilly region. The Hill Development Committee formed under the leadership of the party is not functioning efficiently. The committee did not pay much attention to the matter until later. There was a need to equip the Hill Committee for IRPC-style work.

Attention should be paid to the dalit sector

The delegates also demanded that the party pay more attention to the tribal minority areas. More cadres need to be recruited from this area. There was a need to take steps to create sympathetic groups focusing on the colonies.

Although the party has set up an organization for allopathic and ayurvedic doctors and IT professionals, it has been criticized for not being effective. In addition to improving the functioning of this organization, there was a need for the party to form a platform for homeopaths as well. The conference decided to consider it.

Do not justify police misconduct

The conference was criticized for saying that although the police were acting in accordance with government policy, some policemen were giving a bad name to the army and the government. Even the mistake of one person is a disgrace to the army and the government. The delegates demanded that this situation be changed and that neither the party nor the government be prepared to justify the wrongdoing policemen. The delegation responded to the police in the presence of the Chief Minister, who is also in charge of the Home Department.

Election defeats and failures must be remedied

The meeting also demanded that the organizational shortcomings in some of the local bodies which were expected to win in the district and in the Irikkur and Peravoor assembly constituencies be rectified. Action plan should be prepared and worked out in places like Kannur Corporation, Kadampur Panchayat Srikantapuram Municipality. They also demanded that Irikkur and Peravoor constituencies should be focused on winning the next elections.

During the five-and-a-half hour long discussion, 49 people representing various area committees participated in the discussion. District Secretary MV Jayarajan and State Secretary Kodiyeri Balakrishnan responded to the criticism raised by the delegates based on the activity report. District Secretary MV Jayarajan said that all the constructive suggestions put forward by the delegates were taken into account and the conference decided to take steps to further strengthen the party and expand its base.

Chief Minister Pinarayi Vijayan reminded the delegates that the party was given a great responsibility by the subsequent administration and that the members should work in such a way as to maintain the trust of the people. The Chief Minister underlined this in his address to the delegates only after the inauguration ceremony. Pinarayi spoke to the delegates only after the media persons parted ways after the inaugural session.

Let us not forget that the government stands for justice. Must be able to understand and respond to people’s needs and difficulties. Those who are not elected to the governing bodies should not be in a position to interfere in the affairs of the administration. Pinarayi also reminded the activists not to do anything that would offend the people. When there are any problems the attention of the party elements should be drawn. Otherwise, party workers should not accept the voice of power. Pinarayi told the delegates that lessons should be learned from the experiences in Bengal and Tripura.

CM rejects criticism of administration

Some delegates at the conference pointed out that despite the continued rule of Kerala, the second government did not have the speed that the first Pinarayi government had. But Chief Minister Pinarayi Vijayan rejected this criticism. The Chief Minister’s reply was that this was the case during the previous government as well as in the beginning and it would increase rapidly with the introduction of files. There was nothing wrong with appointing new people as ministers. They have a long tradition in the field of public works.

Criticism of the police was also high at the conference. The Chief Minister’s reply was that there have always been anti-social elements in the police. Pinarayi assured the delegates that the government would not protect the corrupt and anti-people in any way.
