Dhaka Metropolitan Police (DMP) allowed Awami League to rally at the south gate of Jatiya Masjid Baitul Mukarram and BNP in front of Nayapaltan central office (midway from Police Hospital Crossing to Nightingale Mor) under 23 conditions.
On Wednesday (July 12), Awami League has been given separate permission to hold rallies from 3 pm to 5 pm and BNP from 2 pm to 5 pm at the two designated places.
On Tuesday (11 July 2023), the DMP informed BNP and Dhaka Metropolitan South Awami League separately about this permission. The matter has been informed to the media from DMP.
The conditions under which the Awami League-BNP assembly is allowed
1. This permit is not a permission to use the space, the use of the space must be approved by the concerned authority;
2. The terms and conditions specified in the premises use permit shall be duly observed;
3. All assembly activities should be restricted to authorized places;
4. Adequate number of volunteers (with visible ID cards) should be recruited under own management for security;
5. According to the instructions of the local police administration, high resolution CCTV cameras should be installed around the gathering place under their own management;
6. Self-managed gatherings should be checked through hand-held metal detectors (obviously);
7. Fire extinguishing system should be kept at the assembly place under its own management;
8. Use of microphones/speakers shall be limited to prevent noise pollution, in no case shall mics/speakers be used outside the approved area;
9. Projectors may not be installed outside of approved locations;
10. No gathering of people on streets or sidewalks outside of approved areas;
11. Mic/Speaker cannot be used during Azan, Namaz and other religiously sensitive times;
12. No caricature speech shall be given or propagated on any subject which may hurt religious sentiments;
13. The stage shall not be used for any purpose other than assembly proceedings;
14. People can come to assemble 2 (two) hours before the start of the assembly;
15. Within the allotted time (14.00 hrs to 17.00 hrs) all activities of the assembly should be completed;
16. Under no circumstances shall obstruction be caused to the movement of vehicles on the main road;
17. shall not engage in activities that disturb law and order and public safety;
18. No activity and speech against the state shall be allowed;
19. No inflammatory speech or distribution of leaflets shall be permitted;
20. Sticks, rods shall not be used for carrying any kind of sticks/banners, festoons;
21. The organizing authority will be responsible for the deterioration of law and order and any untoward situation;
22. Failure to duly comply with the said conditions shall result in immediate cancellation of this permission order and
23. The Authority reserves the right to cancel this permission order without assigning any reason in public interest.
