◇ Abolish the Ministry of Leisure and transfer it to the Ministry of Welfare and Functions, ‘Population and Family Gender Equality Headquarters’

The government plans to abolish the Ministry of Leisure and transfer the functions of youth and family, gender equality and rights promotion to the Ministry of Welfare.

Accordingly, the Ministry of Welfare will establish a ‘Population and Family Gender Equality Headquarters’, which oversees comprehensive life cycle policies such as population, family, children, youth and the elderly, as well as functions to promote equality and gender rights.

The head of the Gender Equality Population and Families Headquarters is given the same status and courtesy as the headquarters of the Trade and Negotiation Headquarters of the Ministry of Trade, Industry and Energy.

In addition, the women’s employment function will be transferred to the Ministry of Employment and Labor in order to provide integrated employment support.

The government explained the need for reorganization because it was difficult to implement comprehensive social policies across the entire life cycle due to the performance of specific tasks such as women and youth, and there were inefficiencies in the operation of the government such as overlapping functions between ministries.

The Ministry of Welfare is split into childcare and senior affairs, and the leisure department is split into youth and family affairs, which is inefficient. In addition, the government explained that the ministry’s work to support women with career interventions and the job of employing women from the Ministry of Employment and Labor overlap.

The government intends to establish a strategic system to overcome the low birth rate and an aging population and implement the Gender Equality Committee under the Prime Minister.

With the establishment of the Overseas Korean Office, the support policy function for overseas Koreans will be strengthened and one-stop civil service such as consular affairs, legal affairs, and military service will be provided through cooperation with related ministries.

It also performs functions such as exchange and cooperation with foreign Koreans and groups, revitalizing networks, educating the next generation of Koreans, and cultural promotion projects.

At the same time, it was decided to establish a Foreign Korean Policy Committee under the Ministry of Foreign Affairs to establish medium to long-term policy directions and to strengthen the overall coordination function of Korean foreign policies such as cooperation with related ministries.
