Analysis of Doctors’ Collective Action and Hospital Closures: Wonkwang University Professors Protest Medical School Raises

Analysis of “intention to block doctors’ collective action” under the pretext of “avoiding confusion between test takers and parents”… Chungbuk-Chonbuk National University, etc. confirmed to be “half-thought”: 11 hospitals, including Seoul National University Hospital, will be closed today… “Only 20-30% will probably participate in the break.”

Wonkwang University Professors Return Doctor’s Scrubs Professors are submitting letters of resignation and scrubs to protest the expansion of medical school admission fee in the main auditorium of Wonkwang University Hospital in Iksan, Jeollabuk- su, the 29th. The Emergency Response Committee of the Medical Faculty of Wonkwang University announced this day: “On Friday we will have a break once a week” and “Professors of the medical faculty will resign not only from the hospital but also from the medical faculty”. Regarding the growing movement of medical school professors taking temporary leave and resigning while calling for the cancellation of medical school raises, the government has stated that this is a problem already solved, saying: “In 30 days ( the number of students to be hired for next year) will be virtually confirmed.” Furthermore, while they put pressure on each university with official letters and phone calls to “make sure they present the number of students to be recruited for next year by the 30th”, even the universities that had hesitated confirm their number of students. The government believes that once the number of hires is confirmed and there is no room for change, doctors’ momentum for collective action will wane.

● The universities that had hesitated confirmed the number of candidates one after another.

The Ministry of Education encourages the 32 universities that will increase the number of medical students next year through official letters and phone calls to “submit by the 30th whether or not there will be a voluntary reduction next year and its size.” The detailed selection method can be changed, so please let us know whether you will select all allocated places next year or reduce the number of students by up to 50% of the increase.

The Ministry of Education’s position is to reduce confusion among test takers and parents. The number of students to be recruited for next year needs to be confirmed quickly in order to establish and prepare the entrance exam strategy. An Education Ministry official said: “We have asked them to decide at least the number of students to be recruited for next year and submit it by the 30th. We believe that almost all universities will submit their implementation plans by the deadline.” More than 10 universities have already submitted their student numbers to the Korea University Education Association.

Even universities that were experiencing internal difficulties due to opposition from medical schools and medical students confirmed the number of students they will enroll for next year. Chungbuk National University, whose medical school quota is increasing from 49 to 200 students, is grappling with North Chungcheong Province Governor Kim Young-hwan’s demand to “recruit 100% of the quota” and with the medical school reacting that it “should only be increased to 10 to 25 percent of its current size”, and decided to increase the number of students by half. It was decided to voluntarily reduce the number of employees and hire 125 people. Chungnam National University, Chonbuk National University and Kangwon National University also held a meeting that day and decided to only reflect 50% of the increase in medical schools. Pusan National University said: “The extent of the voluntary reduction will be confirmed on the 30th.” Among private universities, Ulsan University has decided to return 25% of the largest number of students and to hire 100 next year, 60 more than this year (40 students). It is known that most other private universities will recruit their full allotted number of students. As a result, the number of people hired for next year is expected to be between 1,500 and 1,600.

Second Vice Minister of Health and Welfare Park Min-soo also said at a briefing at the Central Headquarters for Disaster Countermeasures and Security on the same day: “There are still deliberation and resolution procedures for the Korean Council, but in reality (next year’s recruitment quota) will be confirmed within 30 days.”

● “Only about 20-30% will attend the break.”

Eleven hospitals affiliated with Seoul National University, Korea University, Yonsei University and Gyeongsang National University declared closure for surgery and medical treatment on the 30th. However, the attendance rate during the break is expected to vary depending on the hospital and department. An official at Seoul National University Hospital said: “We will probably close mainly in departments with high fatigue,” but added: “The closure rate will not be 50%.” Another hospital official also said, “We expect 20-30% of hospitals to be closed.” In the case of Korea University, it is known that there are times when all professors of some non-essential departments are on leave. An official from the emergency committee of Yonsei University College of Medicine said: “Instead of taking a break, there may be cases where some medical services are reduced.” In hospitals where professors are closed, nurses and others are calling patients individually and delaying appointments. A nurse at a teaching hospital complained: “In the process of changing treatment plans, I am often exposed to patients’ complaints and verbal abuse.” However, even if the professors take a break, they intend to maintain emergency surgery and the treatment of seriously ill patients at the current level.

The government believes that the medical gap due to professors’ absences and resignations will not be large. Deputy Minister Park said: “We believe this will not be a major disruption on site to the level of a medical crisis and we are monitoring the situation closely,” adding: “We are also investigating the application to see whether we need to add medical staff ” shipped.”
