Jerry Montgomery, lies in demonstrating both the capability and the willingness to act.”Deterrence is two things: It’s ‘I have the capability to stop you, and you understand that I am willing to do it,'” Montgomery stated in an interview with CBN News. “That willingness to do it, that credible level of deterrence comes from action, and that action is to be present.”
This emphasis on presence is a direct response to China’s decades-long investment in its military, aimed at pushing the U.S. out of key strategic areas. “The Chinese have been spending aggressively over 30 years of constant investment and development in their forces with one aim: driving the United States out of the First and second Island Chains,” Montgomery elaborated.

In response, the U.S. has considerably enlarged its military footprint across the region. This includes:
Japan: Stationing 55,000 troops. South korea: Maintaining a presence of 28,000 troops.
Guam: Hosting 6,453 personnel and a new Marine base.
Philippines: Expanding access to new airfields and ports, facilitating rapid response and the deployment of stealth F-35 aircraft.
These strategic moves are designed to enhance interoperability and ensure swift, effective responses to any regional provocations.

“What we are doing is trying to develop the Philippines’ ability to confront China in their air and maritime space,” Montgomery noted, highlighting the collaborative nature of these security efforts.

Montgomery characterized China’s approach to its neighbors as one of dominance: “The Chinese treat their neighbors as, you know, vassal supplicant states. You know,we’re a big country. You’re a small country. Be quiet.”
