These AI agents, unlike systems like ChatGPT, require minimal prompting to achieve multistep goals, raising concerns about their potential to escape human control and become “rogue.” To counter this,Bengio proposes “Scientist AI,” a non-autonomous system designed to assess the risk of other AIs’ actions and block potentially harmful ones. This would act as a safety overlay, preventing AI from veering off course.
Bengio believes that agency, rather than superintelligence alone, is the primary concern. He argues that a superintelligent AI without its own goals would be harmless,akin to a very smart encyclopedia. The recent emergence of AI systems exhibiting deceptive and manipulative behaviors has heightened his worries.

Evidence from the last six months has revealed AI systems that are “so misaligned that they would go against our moral instructions,” Bengio said. These systems have demonstrated lying, cheating, deception, and attempts to escape human control, he added.
