Board of Audit and Inspection to Conduct Major Investigation on Saemangeum World Scout Jamboree Management

Audit and Inspection Board Announces Major Audit Jamboree

The Board of Audit and Inspection has recently revealed its plan to conduct a thorough audit of the Saemangeum World Scout Jamboree, which concluded on the 11th of this month. This audit aims to examine the responsible parties for any potential mismanagement issues, including the allocation of the project budget, which amounted to 110 billion won. Depending on the findings, the Board may extend the investigation to include both central and local governments, as well as relevant companies involved in the event.

According to government officials, preparations for the audit have already begun, with the focus being on the Jamboree Organizing Committee, Jeonbuk Province, and supporting ministries such as the Ministry of Gender Equality and Family and the Ministry of Public Administration and Security. Once the final adjustments to the audit team have been made, an official announcement regarding the commencement of the audit will be made. While the Audit and Inspection Board acknowledges its monitoring of the Jamboree, it clarifies that the reported start date for the audit is inaccurate, as the team requires additional time to prepare.

The scope of the audit will cover the six-year period from August 2017 when Saemangeum was selected as the host site. Due to the complexity of the promotion system and the ambiguity surrounding responsibilities, conducting a comprehensive investigation will require substantial time and manpower. Under the ‘Saemangeum World Scout Jamboree Support Special Act’ enacted in 2018, the event is overseen by the organizing committee co-chaired by representatives from the Ministry of Leisure, Culture, Sports and Tourism, and the Ministry of Public Administration and Security. Additionally, the executive committee, led by Kim Yoon-deok and North Jeolla Province Governor Kim Gwan-young, plays a crucial role. The allocation of the project budget, with the Jamboree Organizing Committee implementing 87 billion won (75%) and Jeonbuk Province using 26.5 billion won (22%), will be a key focus of the audit.

Particular attention will be given to determining how the organizing committee allocated the 87 billion won for operating and project costs. It is perplexing that only 13 billion won was spent on essential facilities such as toilets, showers, and drinking fountains. Furthermore, the Board will investigate whether Jeonbuk Province leveraged the Jamboree to promote large-scale social overhead capital projects and secure additional budgets. Inadequate management and supervision from the Ministry of Leisure and Public Administration and Security will also be examined.

Possibility of omnidirectional investigation depending on the result

▲ On the afternoon of the 3rd, scouts cool off in the heat in the Delta Area of the campsite for the 2023 World Scout Jamboree Saemangeum in Buan-gun, North Jeolla Province. 2023.8.3 Yonhap News It seems that the Audit and Inspection Board’s audit is about to deal clearly with the responsibility for the Saemangeum World Scout Jamboree, which ended on the 11th after the accolade. Depending on the results of a large-scale audit on poor management, including the implementation of the project budget won from 110 billion, the possibility of an omnidirectional investigation targeting the central government, local governments and related companies cannot be ruled out.

According to government officials on the 13th, the Audit and Inspection Board began preparing for an audit of the Jamboree Organizing Committee, related organizations such as Jeonbuk Province, and supporting ministries such as the Ministry of Gender Equality and Family and the Ministry of Public Administration. and Security. As soon as we complete the adjustment to the number of audit personnel, we will announce the start of the audit. An official from the Audit and Inspection Board said in a phone call with the Seoul Newspaper, “It is true that we are monitoring the situation at the Jamboree,” but “However, the report that the audit will begin is not next week indeed. . We need more time to prepare.”

The Audit and Inspection Board must look into the project promotion process of the Organizing Committee and the Executive Committee over the last six years from August 2017, when Saemangeum was chosen, and as the promotion system is complex and the responsibility is ambiguous, it seems to require considerable time and manpower. . According to the ‘Saemangeum World Scout Jamboree Support Special Act’ enacted in 2018, there is an organizing committee co-chaired by five members, including the Ministers of Leisure, Culture, Sports and Tourism, and the Ministry of Public Administration and Security, and Representative Kim Yoon-deok (Jeon Joo-gap), under whom Kim Gwan-young, Governor of North Jeolla Province, is chairman, and an executive committee sits. The focus of the audit is expected to be on the actual implementation of the project budget of 110 billion won, of which the Jamboree Organizing Committee implemented 87 billion (75%) and Jeonbuk 26.5 billion (22%).

In particular, it is expected to examine how 87 billion won was allocated to the operating and project costs of the organizing committee, and how only 13 billion won was spent on facilities such as toilets, showers and drinking fountains. The part where Jeonbuk Province used the attraction of Jamboree as a means of promoting large-scale social overhead capital (SOC) projects and securing budgets is also expected to be examined. In addition, there is a need to investigate the situation of poor management and supervision from the Ministry of Leisure and Public Administration and Security.
