The situation in Cauca is more critical than ever and requires the national government to take seriously and responsibly its role in protecting the rights of citizens in the midst of this crisis.
It is time to recognize that the dialogues with the European Network for Learning have been fruitless and that it is impossible to secure peace with those who are not willing to do so. The reality for departments like Cauca, far from showing progress in replacing and transforming the areas most affected by the conflict, are overwhelmed more than ever in illegality, violence and the absence of institutional authority.
The balance of the Complete Peace process reveals that none of the armed fronts operating in Cauca, until today, are in negotiations with the Government, which reflects a worrying lack of control by the State in the territory. In addition to the lack of guarantees of true rule of law for a large part of the Caucasian population.
Cauca is at its worst moment, recent reports from the Ombudsman’s Office indicate an alarming increase in displacements, forced restrictions. The civilian population is caught between multiple fires: the dissident fronts, the ELN, the Second Marquetalia and, in some areas, the public forces that have intensified operations in areas such as the Micay Canyon.
The ELN is in 13 municipalities in Cauca, the EMC in 31, the Second Marquetalia in four and there are pamphlets from other groups in at least nine municipalities; It is worth remembering that Cauca has 42 municipalities, that is, there are armed groups in the majority of the territory.
We call on the national government through institutions, especially the Victims Unit, to take a proactive and leading role in looking after the affected civilian population.
