Government Prioritizes Large-Scale Residential Developments
Budapest is poised for a notable expansion of it’s housing stock, as the Hungarian government has moved to designate two large residential park projects as investments of national importance. A decree issued in early August, and finalized for social consultation Monday night, will streamline the development process for projects exceeding 250 apartments, particularly those aligning with the government’s “Home Start” program – requiring 70% of units to meet program criteria. This prioritization aims to expedite construction and bypass typical local regulations.
The initial projects slated for this fast-track approval are located in Budapest’s 10th and 15th districts, collectively planned to house 4,200 apartments. While the decree initially did not name the developers, investigations into property ownership records reveal a clear connection to the Bayer Group.
Bayer Group Dominates Initial wave of Priority Projects
Ownership documents examined show that the land in the 10th district is owned by Fehér-Park Real Estate Landscape Ltd., a company within the Bayer Group. Similarly, the 15th district site is held by Szilas Liget Kft., also part of the Bayer Group’s portfolio. This connection is further reinforced by the proximity of the 10th district project to Bayer Property’s existing “Treasure” development. Local reports from the 15th district also previously indicated Bayer’s plans to construct a 3,200-unit residential park in the area as reported by local news sources.
The Bayer group, led by Attila balázs and with ties to István Tiborcz, is a major player in Hungary’s construction sector, specializing in both office and residential developments. The company is currently undertaking a large-scale development in Zugló, transforming the area with a new urban quarter.
The ”Home Start” Program and its Impact
The government’s decision to prioritize projects meeting the “Home Start” criteria is a significant move aimed at boosting homeownership. The program offers subsidized loans to eligible buyers,and the expedited approval process for qualifying developments is intended to increase housing supply and meet growing demand. Though, critics raise concerns about potential impacts on local planning regulations and the concentration of development in the hands of a few large companies.
