What is Proposition 50?

California’s November 4th special election features Proposition 50, a ballot measure that proposes a mid-decade redrawing of the state’s congressional districts. Currently, California’s 52 congressional districts are drawn by an self-reliant, voter-approved commission. As of Wednesday, November 1st, more than 3.4 million mail ballots have been returned. This figure is comparable to the turnout at the same point in the 2024 presidential contest between then-Vice President Kamala Harris and former President Donald Trump, a notable comparison given that presidential elections typically see higher participation rates.

While approximately one million more ballots were returned by this point during the 2021 recall attempt of Governor Gavin Newsom, that election occurred during the height of the COVID-19 pandemic, wich likely boosted mail-in voting. Data from a ballot tracker maintained by democratic strategist Paul Mitchell indicates that ballots from registered Democrats are currently outpacing those from Republicans and voters registered with no party preference. Mitchell,who is actively involved in the Democratic effort,also drafted the proposed congressional districts featured on the ballot.

Former President Barack Obama has publicly endorsed Proposition 50 and appears in a television advertisement supporting the measure. During a livestream event with Governor Newsom on Wednesday, Obama emphasized the broader implications of the ballot measure, stating that it concerns the fundamental principle of whether democracy can be manipulated by those in power or whether the people will ultimately decide their representation.
