The Fight for control

California Democrats have initiated a process to redraw the state’s congressional districts, a move they say is a direct response to perceived attempts by former President Trump and Republican leaders in Texas to manipulate electoral maps for partisan gain.The proposal, unveiled Monday, woudl put Proposition 50 on the ballot in a special November election, allowing Californians to vote on amending the state Constitution to approve new congressional maps drawn by Democrats.

Senate President Pro Tem Mike McGuire (D-Healdsburg) and Assembly speaker Robert Rivas (D-Hollister) stated their agreement with Governor Gavin Newsom that California must act to counter what they call Trump’s efforts to “rig” the 2026 midterm elections. The goal, they say, is to potentially reduce the number of Republican representatives in California’s 52-member congressional delegation by half.

assemblymember Marc Berman (D-Menlo Park) acknowledged the reluctance to engage in this fight,stating,”We didn’t choose this fight. We don’t want this fight,” but emphasized the necessity of action,adding,”But with our democracy on the line,we cannot run away from this fight.”

A Response to Texas and Beyond

The move comes after former President Trump encouraged Texas to redraw its congressional districts to create more seats favorable to the GOP. California Democrats view this as a direct challenge to fair representation and a manipulation of the democratic process. The proposed measures would allow for new maps to be in place for the 2026, 2028, and 2030 elections, if other GOP-led states also approve mid-decade redistricting plans.The plan also includes funding for the special November election and a commitment to return to an independent redistricting commission after the 2030 census.

However, California isn’t alone in considering mid-decade redistricting. Several other states are weighing similar actions,escalating a national battle for control of the U.S. House of Representatives. Traditionally, congressional districts are redrawn every ten years following the U.S. Census.

Republican opposition and Legal challenges

Republicans have strongly condemned the Democrats’ proposal, accusing them of attempting to subvert the will of the voters. They point to the 2010 passage of an independent redistricting commission as a victory for citizen control over the political process. Assemblymember Carl DeMaio (R-San Diego) argued, “The citizens seized back control of the power from the politicians in 2010,” and accused Governor Newsom and others of “lying in wait… to seize back control.”

Republicans have vowed to fight the proposal through legal channels,announcing plans to file multiple lawsuits in state and federal court. DeMaio even called for a ten-year ban on holding elected office for state legislators who support calling the special election, though he did not detail how such a ban would be enforced.

ohio’s Role and the Path Forward

The situation in Ohio adds another layer of complexity. ohio allows for mid-decade redistricting, but only if congressional districts are not approved on a bipartisan basis, in which case they are valid for only two election cycles. Senate President Pro Tem McGuire indicated that California would proceed with its redistricting efforts if Ohio does the same, stating, “we firmly believe that they should cool it, pull back, because if they do, so will California.”
