Doctors Walk Out in Carinthia
Doctors in the Austrian state of Carinthia began a warning strike Monday morning, closing their practices until 10 a.m. local time. The action is a protest against the tariff policies of the Austrian Health Insurance fund (ÖGK), and approximately three-quarters of the region’s physicians participated, according to estimates from the Medical Association.
Further escalation is absolutely possible if the dispute isn’t resolved, with doctors threatening extended closures of practices. The Austrian Medical Association has voiced its full support for the Carinthian doctors’ actions.
The Core of the Dispute: Funding and Sustainability
The Medical Association has long protested the ÖGK’s policies, citing a refusal to adjust fees to account for inflation, a failure to adequately compensate for the increasing number of patients, and a lack of incentives to attract doctors to fill vacant positions. These factors, combined with an aging population requiring more complex care, are creating a strain on the healthcare system that doctors fear is unsustainable.
Calls for Dialog, But Positions remain Firm
The ÖGK has called for dialogue and expressed regret over the warning strike, urging doctors to return to the negotiating table. Though, the Medical Association, led by President Johannes Steinhart, argues that the ÖGK has blocked serious negotiations, leaving them with no other option but to demonstrate the growing unfairness within the system. Steinhart warned of “lasting damage that may be irreparable” if a resolution isn’t reached.
Political Reactions and Concerns for Patients
The Carinthian branch of the Freedom Party of Austria (FPÖ) cautioned against allowing the dispute to negatively impact patient care, calling for a swift return to negotiations to find solutions that benefit both the healthcare system and those it serves.
Bernhard Wurzer, General Director of the ÖGK, emphasized the need for an overall contract and urged all parties to move beyond “political and ideological discussions.” He highlighted the financial constraints facing the system, suggesting that achieving a consensus on tariffs requires balancing the needs of doctors with affordability for the insured. Wurzer also pointed to a recent auditors’ report that proposed reducing the influence of the state medical associations in setting uniform regulations.
