“Cheonse fraud is a social disaster” … Incheon Joint Anger Memorial Ceremony

The joint memorial service was originally in the nature of a 49-year-old man for Mr A (38), who made an extreme choice without receiving a single penny of the 70 million deposit won last February. Mr. said D (45), a victim of charter fraud in Michuhol-gu, who attended the memorial service, said that the situation was not much different from that of the three people who made the extreme choice earlier. Mr D was also at risk of being kicked out without receiving a single penny of the 90 million deposit won.

Mr D received a charter loan of 65 million won before moving to the flat he now lives in. However, Mr D was shocked by the first charter fraud by the ‘Incheon Architecture King’ who owns 2,700 houses. Then, when jeonse’s loan failed, this time, he got a full credit loan to prepare a house, but the house was auctioned again.

He admitted that he was in a situation where he could not afford it, saying that only the principal and interest earned 1.5 million per month. Mr D said, “I barely survive by not eating and saving money.”

Ms E (43, female) had a similar situation. Mr E, who entered with a deposit of 65 million won in 2019, raised the deposit of 10 million won in 2021, two years later. However, the entire flat he lives in was auctioned off last month. The landlord set up a mortgage of 150 to 170 million won for each flat, including Mr E’s house.

Of the total of 136 households, 86 households, except for 50 owned by the Korea Land and Housing Corporation (LH), will have to be vacated sooner or later if an auction goes ahead and successful bidder. Mr. said E, “I have 34 million won in my hand as the highest priority payment, but where do I go with this money?”

Ahn Sang-mi, head of the Michuhol-gu charter scam damage countermeasures committee argued, “Michuhol-gu is an organized and planned charter scam in which a person called the ‘architectural king’ colluded with 50 real estate agents, assistants brokerage, and construction management companies.” Chairman Ahn continued, “The three people who made the extreme choice of charter fraud are not suicides, but murders driven to the brink.”

Before the joint memorial service on this day, the inauguration ceremony of the National Countermeasures Committee for Victims of Charter Fraud and Tin Charter Rent was held in the same place.

The National Countermeasures Committee said, “In the meantime, the government and the National Assembly have been implementing a policy of expanding charter loans to enable speculation in the gap beyond neglecting the skyrocketing house price and jeonse price. Financial institutions and guarantee institutions also recklessly issued ‘do not ask’ loans and guarantees, and the government and local governments did not properly regulate registered rental operators.” He called this a ‘social disaster’.

The national countermeasures committee continued, and the government formed a cross-governmental T/F team to conduct a full-scale fact-finding investigation, establish support measures according to the type of damage, strengthen financial support, temporarily suspend the auction of damaged houses, and special laws for relief from charter fraud They urged the government to draw up measures to provide practical relief to victims of fraud.
