Rising Russian Oil Imports
Chinese imports of Russian crude oil increased to 9.18 million metric tons in September 2023,marking a 24% increase from the previous month, according to data from Chinese customs as reported by Reuters on October 9, 2023. This represents the highest volume as May 2023.
Despite the monthly increase, Chinese imports of Russian crude fell 4.3% by volume on a year-on-year basis.
Shift Away from U.S. Crude
Concurrently, Chinese purchases of U.S. crude oil have been suspended since June 2023, although American supplies previously constituted only a small portion of China’s total oil imports. this shift in sourcing coincides with heightened geopolitical tensions between the U.S. and China.
Strategic Implications and Potential Motivations
Experts suggest China’s increased reliance on Russian oil could be a purposeful strategy.Xu Tianchen, a senior economist with the Economist Intelligence Unit, posited that the increased purchases might potentially be “China’s act of defiance ahead of further talks with the US” according to Reuters.
Tianchen further suggested that China is unlikely to relinquish it’s access to Russian oil unless the U.S. makes important concessions, such as removing all tariffs on Chinese goods and lifting sanctions on Chinese companies.
Maintaining Trade Ties with Russia
China continues to maintain trade links with Moscow despite ongoing geopolitical frictions, demonstrating a commitment to its economic relationship with Russia. This is despite international pressure and sanctions imposed on Russia following its invasion of Ukraine.
Broader Context: China’s Energy Security
China, the world’s largest oil importer, is constantly seeking to diversify its energy sources and ensure energy security. Russia has become an increasingly crucial supplier, offering discounted prices and stable supply, notably after Western sanctions limited Russia’s access to other markets. The International Energy Agency’s Oil Market Report provides ongoing analysis of global oil supply and demand dynamics.
The suspension of U.S.crude purchases, while not a major disruption given the relatively small volume previously imported, underscores China’s willingness to prioritize its economic and strategic interests, even in the face of political pressure.
