These aren’t human hires, but AI tools managing customer service on WhatsApp 24/7, providing price quotes, tracking orders, and synthesizing performance reports – all for a combined monthly cost of roughly $40 for two ChatGPT Plus subscriptions.

Li’s experience is indicative of a broader shift, as China witnesses an explosion in one-person companies (OPCs) fueled by accessible AI technology and increasingly supportive government policies. While the US has seen a significant rise in solopreneurs – with approximately 30 million contributing 6.8% of total economic activity, according to recent US Census Bureau data – China is now actively fostering this model, particularly within the tech sector.

This week, Guangdong province became the first at the provincial level to unveil comprehensive plans to support AI-powered OPCs, swiftly followed by Hubei province. Both regions are focusing on providing crucial resources like computing power and token output to these fledgling businesses. This move signals a deliberate strategy to harness the potential of AI and address challenges in the labor market.

The surge in OPCs comes at a critical time for China, where youth unemployment remains a significant concern. Traditional employment opportunities are proving insufficient for the country’s large pool of university graduates, making self-employment an increasingly attractive option. The availability of affordable AI tools lowers the barrier to entry, allowing individuals to launch and scale businesses with minimal upfront investment.

Beyond Guangdong and Hubei, numerous cities and districts are implementing similar initiatives. Shanghai is offering discounted computing resources, while Wuhan is providing special loans and even guaranteeing some protection against losses for AI solopreneurs. The city of Suzhou, in Jiangsu province, launched an “OPC service alliance” in November, aiming to cultivate 1,000 one-person enterprises by 2028, and is building dedicated “OPC communities.” These localized efforts demonstrate a widespread commitment to supporting this new entrepreneurial wave.

The government’s proactive approach differs from the more market-driven growth of solopreneurship in the United States. While the US has seen organic growth fueled by factors like the gig economy and remote work, China is actively using policy and funding to accelerate adoption. This reflects a broader pattern of state-led industrial policy in China, previously seen in the development of its e-commerce and electric vehicle sectors.

Karen Dai, founder of SoloNest, a networking group for solopreneurs in Shanghai, has observed significant growth in the community. Since its founding last year, SoloNest has hosted over 100 events, attracting more than 2,000 individuals. This indicates a strong demand for networking and support among those pursuing the solopreneur path.

Looking ahead, the success of these government initiatives will depend on their ability to address key challenges faced by solopreneurs, such as access to funding, regulatory hurdles, and the need for ongoing skills development. The continued proliferation of affordable AI tools will also be crucial. The current momentum suggests that the era of the AI-powered solopreneur is firmly underway in China, and its impact on the country’s economy and labor market will be closely watched.
