Although it has been three days since child rapist Cho Do-san moved away, it has been confirmed that the location of a special security center to monitor Cho has not yet been selected due to a lack of communication between the Ministry of Justice, the police, and Ansan City.

According to Ansan City and Ansan Danwon Police Station on the 28th, Cho Do-soon moved to a multi-family house in Danwon-gu, Wa-dong, Ansan City, about 2 km from his existing home at around 11:30 a.m. On the 25th. However, till date the Special Security Center has not been shifted.

To build a special security center, a large vacant lot that does not interfere with the surrounding traffic is needed, but such a site is not suitable near Cho Do-son’s new residence. At present, there is no dedicated security center and only patrols are carried out with patrol cars deployed at all times.

The reason why the site could not be inspected beforehand was because there was no interaction between Ansan City and the police, resulting in a delayed response.

Previously, when the Ansan Danwan Police Station received the notice of Cho Do-son’s residence transfer from the Probation Office of the Ministry of Justice at 11:13 a.m. on the 23rd, and in the case of Ansan City, learned of the residence transfer through it. 25th 8:00 a.m. City Hall Petition Action by Cho Do-son on behalf of the police.

It was found that the current law is the reason why the police did not inform Ansan City of this fact.

Section 16-2-1 of the Electronic Device Attachment Act states that the Department of Justice may release personal information about electronic anklet wearers only to investigative agencies such as judicial police stations.

Some pointed out that if the police and local governments had consulted in advance to understand and prepare for the relocation of Cho Do-son’s residence, the vacuum at the special security center could have been prevented.

In this regard, an Ansan City official said, “I heard about the relocation of my residence from the City Hall Petition Police who personally witnessed Director Cho Do-soon and complained to the Ministry of Justice for not informing me, but I explained. Accepted, ‘It was a safety issue, so I couldn’t tell the city.’ “If the Ministry of Justice or the police had known about the incident on the morning of the 23rd, the response could have been quicker,” he said

An official from the Ansan Danwan police station explained, “The Ministry of Justice requested security separately, and no separate measures were taken to relocate the special security center to protect security.” “There is no problem with the patrol system, and there are no gaps in security,” he added.
