Colombia faces a prolonged inflation cycle driven by a steep minimum wage hike and strong domestic demand, according to central bank leadership. Leonardo Villar, general manager of the Banco de la República, told lawmakers in September 2026 that labor cost pressures pushed annual inflation to 6.2% that month, up from 5.1% at the close of 2025, El Colombiano reported. Villar made these remarks during a political control debate before the Senate’s Third Commission and during a session in the Chamber of Representatives, presenting the country’s economic outlook and the main risks to macroeconomic stability. The board’s decisions aim to help inflation return to a downward path toward the 3% target. At the same time, the entity projected profits of $8.6 trillion for 2026, a figure lower than both the historical $13.9 trillion recorded in 2025 and the estimate presented in August.

Minimum Wage Adjustments and Labor Pressures

The central bank identified the 23% minimum wage increase as a primary divergence between Colombia and other regional economies that successfully cooled post-pandemic price growth. El Nuevo Siglo noted that while the consumer price index sat near 5%, the enacted salary jump and reduced weekly working hours created new labor costs that companies steadily passed on to consumers. El Nuevo Siglo added that for hourly work, the real increase reached 28% due to the combination of higher salaries and reduced weekly hours that triggered overtime pay requirements. Villar noted that this disproportionate minimum wage increase, alongside public spending growth, fueled expectations of higher inflation and a sharp surge in general demand from both public and private consumption. The core inflation rate, which excludes food and regulated prices, also increased and stood at 6%.

El Espectador reported that the September 2026 inflation rate reached 6.29%, marking the widest gap over the target range since the central bank adopted its inflation-targeting framework in 1999. El Tiempo added that the services sector contributed most heavily to the Consumer Price Index rise, compounded by indexation mechanisms tying current pricing to past inflation. Even without the most volatile items, inflation moved from 5.3% to 6.37% over twelve months.

Monetary Policy Restraint and Economic Activity

To combat persistent price pressures, the Banco de la República board maintained a tight monetary stance. El Tiempo reported that the intervention rate climbed to 12.25% in September 2026, representing a cumulative 300-basis-point increase from 9.25% in December 2025. Between January and June alone, the board had already raised the monetary policy interest rate by 275 basis points.

Villar pointed out that Colombia’s country risk indicator has shifted since 2021 due to various factors, moving the nation from levels close to Mexico’s to a position above Brazil’s. El Espectador noted that while Colombia’s real interest rate sits below Brazil’s 9%, it exceeds those of Chile, Mexico, and Peru. El Nuevo Siglo detailed that domestic demand expanded faster than gross domestic product during the first half of 2026, with internal demand growing above 3.5% while GDP rose 2.9%, with the second quarter recording an annual growth rate of 3.4%. Revista Semana noted that debate in the Senate’s Third Commission exposed sharp political divisions over these measures, with opposition lawmakers defending previous policies and questioning the central bank’s focus on private consumption.

Villar explained that private consumption remained dynamic and supported economic activity, while international factors—including geopolitical conflicts and global inflation pressures—also affected financing conditions and costs. The escalation of the conflict in the Persian Gulf added further pressure to fuel, fertilizer, and basic commodity prices. Additionally, supply shocks affected agricultural inputs, fuels, and fertilizers, impacting food and regulated goods. Villar noted that while the appreciation of the Colombian peso exerted a moderate effect, it proved insufficient to offset the broader inflationary pressures.

Extended Convergence Timeline to Target

El Tiempo reported that the central bank projects the return to the 3% inflation target could stall until 2028, making 2027 the sixth year outside the intended band. Meanwhile, the Ministry of Finance announced plans through Juan Sebastián Betancur Mora, technical vice minister of finance and public credit, to introduce a rescue law to address public finance sustainability, as reported by El Tiempo.

El Espectador noted that risks from El Niño weather patterns could further impact food and regulated goods prices through February. The central bank warned that rising energy, oil, and agricultural input costs could also continue influencing the cost of living in the short term, leaving open the question of how coordination between monetary policy and public finances will ultimately unfold.
