Colombian Supreme Court of Justice President Iván Mauricio Lenis called for a national discussion to overhaul the country’s pension system by raising the retirement age and equalizing requirements between men and women. The proposed reforms aim to address mounting demographic shifts, high levels of labor informality, and severe cash flow limitations that threaten the long-term financial stability of the pension model. Currently, the retirement age in Colombia stands at 57 years for women and 62 years for men, following adjustments that began in 2014 under Law 797 of 2003.
Balancing Finances Through Retirement Age Adjustments
Lenis argued that elevating the retirement age would balance the system’s finances without requiring an increase in the number of required contribution weeks or a hike in worker contribution percentages. He also contended that the current gender gap in retirement conditions harms women, because shorter contribution periods directly result in lower final pensions.

The discussion highlighted immediate cash pressures, including five trillion pesos required to cover pension payouts for November and December. Authorities also examined a request submitted by Colpensiones to postpone the rollout of the pension reform—originally scheduled for April 1, 2027—until April 2028, citing administrative and operational integration hurdles.
Demographic Pressures and Labor Informality
The magistrate identified demographic transition as one of the most complex challenges facing system stability. Progressive declines in birth rates reduce the working-age population, while rising life expectancies lengthen the period during which the state or pension funds must disburse monthly payments. Lenis noted that extending the date when the system begins paying out pensions provides a necessary fiscal buffer against these rising longevity costs. Low coverage rates are directly tied to widespread labor informality across the country. Speaking at a Justice and Citizenship forum in Cúcuta, Lenis pointed out that informality in that city reaches 63%, outpacing the national average of 55% and preventing millions of workers from maintaining steady contribution histories. To counteract this, he proposed strengthening microenterprise productivity, easing credit access, accelerating digitalization, and simplifying regulatory frameworks for variable-income earners. Addressing concerns about the reliance of Colpensiones’ average premium regime on worker contributions, the court president warned that demographic shifts are fundamentally altering the system’s structure. Individual contributions will soon prove insufficient, making alternative tax revenue sources and other fiscal mechanisms unavoidable.
