The resolution notes that the House of Representatives holds the Russian government responsible for the illegal abduction of children from Ukraine and condemns these actions.

The resolution, in particular:

declares that the illegal adoption of Ukrainian children in the Russian Federation is contrary to the 1948 Convention on the Prevention and Punishment of the Crime of Genocide; claims that Russia is trying to destroy an entire generation of Ukrainian children; states that Russia’s invasion of Ukraine has increased the risks for children of trafficking, exploitation, child labor, gender-based violence, hunger, injury, trauma, deprivation of education and shelter, and death.

The document passed the Foreign Affairs Committee of the House of Representatives unanimously with 44 votes back in November last year. The author is Democrat Susan Wild of Pennsylvania.

Republicans Andy Biggs, Eric Burlison, Warren Davidson, Marjorie Taylor Greene, Clay Higgins, Thomas Massey, Matt Rosendale, Chip Roy and Tom Tiffany voted against the resolution.

Earlier it was reported that the United States joined the International Coalition for the Return of Ukrainian Children, promising to make every possible effort for their return. Since the beginning of the full-scale invasion of Ukraine, the occupiers have kidnapped and taken to Russia thousands of children.

Meanwhile, approval of US aid to Ukraine is stalled in the House of Representatives. Opponents of aid to Kyiv within the Republican Party are a powerful faction in the House, where Republicans have a narrow majority. Republicans are now working on new legislation to help Ukraine, which, in particular, could include a loan program.

Alexander Khara spoke about the prospects for assistance to Kyiv from the United States in the article “Dirty games around assistance to Ukraine. What’s next.”
