Garcia, a 21-year-old right-hander, pitched in six starts and one relief appearance for the Arizona Complex League Cubs this year. He posted a 1-3 record with a 5.91 ERA. The Cubs signed Garcia on Dec. 15, awarding him a $10,000 bonus.
