Deadly Gang Attack in Kenscoff Raises Fresh Concerns Over Haiti Security

Casualties, Hostage Threats, and Police Response in Kenscoff

According to UN figures, at least five of the 47 individuals killed during the weekend attack were children. Kenscoff Mayor Jean Massillon confirmed that two government employees were among the dead, including his cousin who served as his security detail. Massillon added that members of Viv Ansanm, a powerful gang coalition designated as a foreign terrorist organisation by the United States, also set fire to 25 homes during the raid. Following the mass kidnapping of more than 50 residents, a gang leader issued a direct threat on social media against the director of Haiti’s national police, Vladimir Paraison. According to Romain Le Cour, head of Haiti observatory at the Global Initiative Against Transnational Organized Crime, the speaker identified himself as Izo 2—who led the armed group in Kenscoff on behalf of and in coordination with gang leader Johnson André, also known as Izo. The gang leader warned authorities against using drones or harming any gang members, threatening to execute all hostages in retaliation. During a press conference on Thursday, Haiti National Police spokesperson Garry Desrosiers addressed mounting public frustration over the security failures. Desrosiers offered sparse details regarding police operational plans or intelligence gathered prior to the assault. We cannot talk about any plans, Desrosiers said, adding that authorities were working to return hundreds of displaced residents to their homes and investigating threats of a potential assault on the capital neighborhood of Tabarre, home to the United States embassy.

Security Gains Reversed as Gang Influence Spreads

The assault on Kenscoff marks a severe setback for security in a region that had experienced a notable decline in violence. According to conflict monitoring data from the Armed Conflict Location and Event Data project, law enforcement crackdowns had lowered violence in Kenscoff by 66 percent between January and August compared to a year ago. The UN estimated that the community had endured about a dozen gang attacks since last year. Romain Le Cour, head of the Haiti observatory at the Global Initiative Against Transnational Organized Crime, described the raid as a major political and security test for the government, police, and international missions. Le Cour suggested that the attack was designed to force police and international forces to disperse already stretched resources, while also delivering a deliberate show of force ahead of Haiti’s scheduled December 13 general elections. Nationwide, the scale of violence remains immense. The UN reported that more than 3,050 people were killed across Haiti between January and June alone, while armed groups maintain control over an estimated 70 percent of Port-au-Prince. Clashes and insecurity have displaced more than 1.5 million people nationwide.

International Intervention and Political Instability

The ongoing security crisis stems from a deep political vacuum created by the assassination of former President Jovenel Moïse in 2021. With no national elections held since and legislative terms expiring, gangs have seized upon the resulting economic and political instability. To combat the violence, the first members of a UN-backed Gang Suppression Force arrived in April, designed to relieve a smaller multinational security mission led by Kenya that struggled with a lack of funding and support. While UN Secretary-General António Guterres expressed optimism regarding the deployment in June, critics argue that foreign interventions have yielded few results and face historical skepticism from the local population. As authorities work to regain control, Kenscoff Mayor Jean Massillon emphasized that local officials remain committed to restoring order despite ongoing threats from armed groups still roaming the community’s periphery.
