Democratic Party of Korea Controversy: Proportional Representation Debate and Party Member Vote

The controversy arose when the Democratic Party of Korea decided to elect proportional representatives for the April general election through a vote of party members. Originally, the Democratic Party’s position was that proportional representation should be elected through a semi-connected system in this general election, just like the 21st general election. In the semi-connected system, the number of proportional representation seats for the two major parties decreases and consequently the number of minority parties entering the National Assembly increases. Former President Moon Jae-in made a promise in the 2012 presidential election, and Representative Lee also made a promise in the 2022 presidential election. Representative Lee Tan-hee and others argued: “In this general election, no satellite parties should be established, but seats for minority parties should be guaranteed in accordance with the purpose of the system.”

However, the leadership position changed after CEO Lee hinted at a parallel return late last year, saying: “What’s the point of losing in style?” This is due to fears that only the Democratic Party may suffer a loss of seats as the People Power Party, which had opposed the introduction of the semi-connected system from the beginning, announced its position on the creation of a satellite party .

However, for Representative Lee, it is a burden to break his presidential campaign promise. On the 26th of last month, opposition within the party continued, with 81 Democratic Party members issuing a statement calling for the semi-linked system to be maintained. Among the general party members, there are many strong supporters of Representative Lee, so there is a high possibility that he will choose the parallel proportional system after a party member’s vote.

Former National Assembly general secretary Yoo In-tae criticized on CBS Radio, saying, “Usually, all things that deserve heavenly punishment are done through the votes of party members,” and added, “If this is overturned again, who will believe it?” Rep. Lee even says he will produce soybeans with soybeans?” It was pointed out that during the 2021 by-election, held through the fault of the Democratic Party, the Democratic Party used the votes of party members by amending the party constitution to nominate a candidate.
