SURABAYA, Indonesia (AP) — The Surabaya City Regional Representative Council (DPRD) is investigating allegations that UD Sentosa Seal, a local company, has been illegally holding the diplomas of 31 employees and operating without a valid business number (NIB).

“I was quite surprised,” kadir said after the hearing. “Mrs. Nila provided proof that her diploma was detained.But when questioned, Mrs. Diana, as the owner, claimed too be unaware of any diploma retention.”

The DPRD suspects that a total of 31 employees may be victims of this practice.
“We consider these 31 people to be potential victims,” Kadir stated. “If these allegations are true, this is not only a violation of the law but also a violation of human rights and ethics.”
Other Alleged Violations Include Salary Cuts, Confinement
Along with the diploma retention, UD Sentosa Seal is also accused of unilaterally cutting salaries, confining employees, and operating without the required NIB.
“It was revealed that UD Sentosa Seal does not possess an NIB,” Kadir said. “This is a serious violation. If proven, the company should be shut down.”
Call for Further Investigation
Commission D has urged the Surabaya City Manpower Office and the East Java Province authorities to coordinate and conduct a thorough investigation into the matter.
The council also expressed concern that the company may have multiple similar entities operating under slightly different names, ranging from UD Sentosa Seal 1 to 10.
“We are asking the Manpower Office to investigate all entities, determining which are operating legally and which are not,” Kadir said.”Any that are not in compliance with regulations should be closed down to prevent further victimization.”

“We have coordinated supervision efforts,” Zaini said. ”If needed, the provincial supervisor can conduct a search with the support of the police.”

Tri Widodo, Head of the Supervision and K3 Disnakertrans of East Java Province, stated that legal action will be taken if the company fails to cooperate with the inspection.
“The company has neither explicitly denied nor confirmed the allegations,” Widodo said during the hearing. “Their responses are simply ’forgetting,’ which makes it tough to resolve the issue.”
Widodo added, “An examination is scheduled for tomorrow. We have issued a memorandum of examination because their lack of cooperation is hindering the investigation.If they remain absent, we will issue a second memorandum.”
If the company ignores the second memorandum, the East Java Manpower and Transmigration Disnakertrans will convene a case to determine if criminal elements are present.
“If seven days after the second memorandum, they still fail to comply, we can pursue legal action,” widodo said.
