These financial instruments are governed by the Commodity Futures Trading Commission, placing them under a different legal framework than state-regulated sportsbooks. This structure mirrors operations used by prediction market competitors Kalshi and Polymarket, which also offer event contracts to users in California. The expansion of prediction markets into California arrives in the wake of a statewide vote in 2022, when voters overwhelmingly rejected two competing sports betting ballot measures.
