Little Paddington Preschool Faces Scrutiny for Regulatory Breaches Leading to Closure

Singapore – The Early childhood Development Agency (ECDA) has issued a statement detailing regulatory breaches by Little Paddington Preschool, which led to the disruption of services for 16 children. The pre-school operator failed to adhere to crucial notification requirements concerning the non-renewal of its tenancy, impacting parents and the agency.
Failure to Inform Parents and ECDA
In a statement released on July 10, ECDA highlighted that Little Paddington Preschool did not promptly inform parents and the agency about the potential non-renewal of its tenancy. This lack of timely communication is a notable breach of regulatory protocols designed to ensure a smooth transition for affected families.
Six Months’ Written Notice Ignored
Further compounding the issue,the pre-school operator also failed to provide the mandated six months’ written notice to parents and ECDA ahead of the cessation of operations.This regulatory requirement is in place to allow ample time for parents to secure choice childcare arrangements and for the agency to manage the transition effectively. The Straits Times has reached out to Little Paddington Preschool for comment on thes allegations.
Impact on Children and Parents
The closure has directly affected 16 children at the branch in question.According to ECDA,13 of these children have since been transferred to the operator’s Thomson Walk outlet. The remaining three children have withdrawn from the pre-school altogether.ECDA emphasized that sudden pre-school closures are highly disruptive for both parents and children, and the agency takes such regulatory breaches very seriously.
Licensing and Renewal Implications
As a condition of their operating licenses,pre-school operators are obligated to submit up-to-date data regarding their tenancy agreements to ECDA. Failure to comply with these regulations can negatively impact an operator’s chances of successfully renewing their existing license or applying for new ones.ECDA acknowledged that while they strive to monitor pre-school operations, they are not always privy to the ongoing negotiations and business decisions of operators. This can sometimes lead to situations were pre-schools cease operations on short notice, even with ECDA’s tracking efforts.
Precedent Set by Metis Little Campus
This incident follows a similar case in July 2024, where ECDA barred pre-school operator Metis Little Campus from applying for new center licenses. This action was taken after Metis little Campus provided parents with only one day’s notice before closing its centre in Tampines, highlighting ECDA’s commitment to enforcing regulatory standards to protect the interests of children and their families.
