Ukraine regained stable connections to the Starlink satellite internet network, the government said on Saturday, after days of tensions with Washington over the SpaceX-made network crucial to the Ukrainian army’s operations. Defence Minister Yevgeniy Khmara said monitoring systems are recording a recovery in the speed of Starlink/Starshield, with speeds of more than 400 km/h.
Speed Restrictions Spark Friction Between Kyiv and Washington
The service limitations targeted Starshield, the military-grade version of Starlink, catching Ukrainian troops off-guard and interfering with defense capabilities against Russian jet-powered drone barrages, according to Ukrainian officials. The throttling restricted connections for terminals on aircraft moving faster than 100 mph, creating operational disruptions across the front lines.
Correct. Using Starlink, a civilian commercial service, for offensive drone strikes to kill people has never been allowed, nor should it be. Starshield, a different system, is controlled by the US government. What they decide to do is up to them. Ukraine military violated… https://t.co/ZXBB8bYfPn
Ukrainian President Volodymyr Zelensky had accused Washington of hobbling its military response by throttling Starlink’s speed. Officials in Kyiv stated they received no prior explanation from the US regarding the operational changes.
Musk Attributes Starlink Limits to Terms of Service Violations
SpaceX Chief Executive Officer Elon Musk stated that Ukraine violated its terms of service by using the system for offensive drone strikes. Musk claimed that Ukrainian forces used the system for offensive drone strikes, adding that this loophole was now closed.
Musk maintained that Starshield systems are owned and controlled by the US government, asserting that any limits on speed or usage are decided by the US military and ultimately POTUS.
Recovery of Terminal Speeds Stabilizes Front-Line Operations
Defense Minister Yevgeniy Khmara confirmed that monitoring systems registered a recovery in network speeds. Khmara credited the resolution to Zelensky’s firm stance on the issue.

And this result is important first and foremost for our front lines, our military, drone operations, logistics and communications.
Yevgeniy Khmara
The restoration of high-speed satellite links arrives as Ukraine faces ongoing aerial attacks, highlighting the country’s continuing reliance on the network to coordinate defense logistics and unmanned aerial vehicle missions.
