On the afternoon of the 29th, the government held the 7th Special Countermeasures Committee for Fine Dust at the Government Complex in Jongno-gu, Seoul and announced the ‘3rd Fine Dust Seasonal Management System Implementation Plan’.

The Fine Dust Seasonal Management System is a system that implements stricter fine dust emission reduction and management measures than usual from December 1 of the same year to March 31 of the following year in order to mitigate the occurrence of high concentrations of fine dust and protect public health. This is the third time since the first implementation in 2019.

◇ Coal power plant shutdown… Restriction of operation in metropolitan area for emission class 5 vehicles

During the seasonal management system, the government plans to reduce 25,800 tons of ultrafine dust generating materials through 19 tasks in four areas: leading reduction in the public sector, strengthening reduction by sector, improving citizens’ perceptions, and deepening cooperation between Korea and China. This is higher than last year’s 2nd season management system (23,784 tons).

In the power generation sector, on the premise of the stability of power and fuel supply, the operation of coal power plants is suspended and upper limits are enforced.

Until February, the winter season, 8 to 16 coal power plants will be shut down. The March plan will be decided at the end of February.

Following the abolition of two Samcheonpo coal power plants in April of this year, the government plans to abolish Honam units 1 and 2 in December.

In the transportation sector, the restrictions on the operation of vehicles with grade 5 emissions nationwide will be expanded and implemented in the metropolitan area.

During the 2nd season management system, vehicles that applied for installation of a smoke reduction device and vehicles that cannot be installed were not included in the operation restrictions, but all are included in this 3rd time. However, among the vehicles that cannot be equipped with a reduction device, the vehicles of the basic livelihood recipients, the upper class and small business owners are excluded from the crackdown.

Six special and metropolitan cities, including Busan, plan to prepare ordinances to restrict operation and implement pilot enforcement (excluding the imposition of fines for negligence).

In order to reduce fine dust in ports, the participation rate of the low-speed operation program implemented in the five ports of Busan, Incheon, Yeosu, Gwangyang, and Ulsan will be increased from 41% last year to 60%.

In the industrial sector, 297 large business sites across the country set voluntary reduction targets (an additional 10% on average compared to the second round), and periodically check the performance and apply different incentives according to the performance.

In addition, it uses advanced equipment such as unmanned aerial vehicles, operates a private inspection team (about 1,000 people) and a general situation room, and conducts three-dimensional monitoring to manage workplaces suspected of illegal emission.

In addition, the inspection of whether or not the proper indoor temperature is complied with for public institutions will be expanded, and electricity demand management will also be conducted, such as promoting energy conservation in major commercial areas.

In the living sector, to reduce the illegal incineration of agricultural waste and residues in rural areas, it will cooperate with agricultural organizations to support the collection of vulnerable groups such as the elderly, and expand agricultural waste plastic recycling facilities and common storage areas.

◇ Indoor air quality inspection of multi-use facilities… Strengthening cooperation between Korea and China including the ‘Cheongcheon Plan’

In order to strengthen the policy that can be felt by the public, the indoor air quality of about 4,000 multi-use facilities such as underground stations is checked, and when high concentrations are expected, water cleaning of underground stations is carried out.

First, before the high concentration occurs (December to March), it is checked whether the air purifier is operating normally and whether the fine dust response manual is implemented for facilities used by the sensitive and vulnerable groups, such as daycare centers and elderly care facilities.

The ‘Air Korea App’ has been completely reorganized to provide detailed information on fine dust concentration, action tips for each high-concentration situation, the current status of countermeasures by sector, and how to report illegal emissions.

In addition, road sweepers will be expanded and the number of cleanings will be increased centered on intensively managed roads (493 sections, 1,972 km) to remove fine dust from the road.

The government will strengthen Korea-China cooperation and share reduction policies between the two countries under the broad framework of the ‘Blue Sky Plan’.

From the stage of establishing an implementation plan for the seasonal management system, the two countries discuss countermeasures together, and after completion, they seek mutual development by sharing achievements and difficulties.

If high-concentration fine dust is expected to occur, the two countries plan to share the measures taken through a high-level direct line (hotline) and respond quickly.

In the public domain, fine dust reduction measures are being implemented even before the season management system begins.

In October, public workplaces such as the District Heating Corporation and resource recovery facilities began to reduce emissions, and public institutions restricted the operation of Class 5 vehicles from November.

The Ministry of Environment said, “This year’s ultrafine dust (PM2.5) concentration in Korea is good because of the cumulative effect of government measures, China’s improvement in fine dust concentration, and the effects of meteorology,” said the Ministry of Environment. It was 26㎍/㎥, but it decreased by 33% to an average of 17㎍/㎥ from January to October of this year.”

During the seasonal management system, the government plans to install a general inspection team from all ministries and the fine dust control room of the Ministry of Environment to check the implementation status.

In addition, in the event of high-concentration fine dust, the company plans to respond promptly by operating emergency reduction measures in each stage of crisis warning according to the ‘Ultra Fine Dust Crisis Management Standard Manual’.
