End of the Council of Ministers in Adéta: Here are the major decisions

Communiqué of the Council of Ministers

Lomé, Friday 09 June 2023

  1. The Council of Ministers met this Friday, June 09, 2023 under the chairmanship of His Excellency Faure Essozimna GNASSINGBE, President of the Republic.
  2. The council examined three (03) draft decrees and listened to two (02) communications.
  3. Under the draft decrees,
  4. The council examined and adopted in second reading the draft decree fixing the conditions of access to the profession of carrier, intermediary and auxiliary of transport and exercise of the activities of road transport.
  5. The government, with the aim of strengthening and improving the efficiency of logistics services for trade, has invested in recent years in the modernization of infrastructure and equipment in the transport sector.
  6. It is within this framework that this draft decree takes place in application of law n° 2022-023 of December 27, 2022 on the transport orientation law. Its adoption
    will contribute to the professionalization of actors in the road transport sub-sector which provides almost all the movement of people and goods on the national territory.
  7. The council then examined in first reading a draft decree regulating the operation of motor vehicles such as taxis, motorcycle taxis and tricycles assigned to urban public transport.
  8. With a view to improving the general transport framework and guaranteeing safer and more organized mobility for populations, it has become necessary to regulate urban transport carried out by taxis, motorcycle taxis and tricycles.
  9. The study of this text will continue at a future council meeting.
  10. The council finally examined and adopted the draft decree approving Togo’s forest policy document 2021-2030.
  11. Faced with the degradation and regression of forest resources caused mainly by harmful anthropogenic actions and with a view to integrating the forestry sector into national planning for sustainable development, Togo’s forest policy 2021-2030 has been drawn up.
  12. The purpose of this draft decree is to approve the document of this policy which aims by 2030, a forest cover of 26% as well as the organization and involvement of all stakeholders for the protection, conservation and the enhancement of forest resources for sustainable development.

Its adoption will provide our country with a forest planning tool that matches the government’s ambitions in terms of conservation and extension of forest cover.

  1. The council welcomed the adoption of this policy and instructed for the development of a reforestation strategy allowing Togo to achieve the objectives defined in this area.
  2. In terms of communications,
  3. The Board listened to an initial communication relating to the situation of the various existing State funds; presented by the Minister of Economy and Finance.
  4. In the search for a better quality of public service and greater efficiency in the management of public policies, the State often has recourse to the creation of funds placed under the supervision of the sectoral ministries to which they report, but endowed with autonomy in their management, with a legal and administrative status that differentiates them from traditional public services.
  5. In Togo, there are two categories of State funds, namely those which are created in the form of public establishments and those which are created in the form of accounts.
    Special Assignment (CAS). More concretely, there are nearly 15 operational funds.
  6. This communication thus made it possible to present the situation of the various existing funds in Togo, by highlighting their mode of financing, their functioning as well as the levers for a rationalization of these funds.
    in order to achieve the objectives set and improve the financial governance of the State.
  7. The council encouraged the Ministry of Economy and Finance to propose regulations to improve the framework for the creation and operation of state funds.
  8. The council finally listened to a communication relating to the results of the day of the launch of the national reforestation campaign 2023; presented by the Minister for the Environment and Forest Resources.

  9. It emerges from this report that the launch of the reforestation campaign saw a strong mobilization of the various layers of the population. In total, 1,915,204 plants were planted throughout the national territory on June 1, 2023. Compared to the year 2022, a 35% increase in the number of plants planted has been observed.

  10. The board congratulated all the players involved,
    in particular the active forces, associations, volunteers, the private sector, etc., for their commitment and encourages the populations to remain mobilized for the campaign which is continuing in order to achieve the objectives set.
