The fund, managed by the Climate Agency (ApC), is a crucial instrument for financing public environmental policies and achieving national and international sustainability goals.
The Environmental Fund boasts revenue exceeding €1.2 billion for this year, generated through taxation of petroleum and energy products, as well as the Exceptional Contribution on the Energy Sector (CESE).This substantial revenue stream has enabled the prioritization of new initiatives, according to a statement released by the Ministry.
New Funding Opportunities
A key new initiative is a €15 million funding opportunity dedicated to the Development of Agrophotovoltaic Projects. This notice specifically targets cooperatives, organizations, associations of agricultural producers, and irrigation associations. The funding will support projects encompassing renewable energy production, energy storage, self-consumption, and the development of renewable energy communities.
Agrophotovoltaics, the simultaneous use of land for agricultural production and solar photovoltaic power generation, are gaining traction globally as a way to enhance land use efficiency and promote enduring agriculture. The National Renewable Energy Laboratory (NREL) highlights the potential benefits, including increased land-use efficiency, improved water-use efficiency, and enhanced crop yields.
Additionally, the third phase of the Notice for the Acquisition of Electric Vehicles has been launched, further demonstrating Portugal’s commitment to transitioning towards a greener transportation sector.
Environmental Fund Revenue Sources
The Environmental Fund’s revenue is derived from two primary sources:
- Taxation of Petroleum and Energy Products: This represents a significant portion of the fund’s income, reflecting a “polluter pays” principle.
- Extraordinary Contribution on the Energy Sector (CESE): This contribution, levied on energy companies, aims to capture a share of the profits generated during periods of high energy prices and redirect them towards environmental initiatives.
