EU-Israel Trade Suspension Petition Gains Nearly One Million Signatures

A European citizens’ petition calling for the full suspension of the EU-Israel Association Agreement has gathered 759,712 signatures as of April 11, 2026, moving toward the one million required to force a formal review by European institutions.

The initiative, launched by left-wing European lawmakers, seeks a complete suspension of the primary legal framework governing political and trade relations between the European Union, and Israel. The signature drive remains open until January 13, 2027.

Under the European Citizens’ Initiative mechanism, reaching one million verified signatures from across EU member states obliges EU bodies, including the Council of the European Union, to consider the demands and hold an official discussion within the institutional framework.

Commission Proposal for Partial Suspension

The grassroots pressure coincides with official actions from the European Commission. On September 17, 2025, the Commission presented a proposal to the Council to suspend specific trade-related provisions of the Association Agreement and introduce sanctions against Hamas, violent settlers, and extremist ministers.

The Commission’s proposal was based on a review of Israel’s compliance with Article 2 of the Association Agreement. The review concluded that actions taken by the Israeli government constituted a breach of essential elements regarding respect for democratic principles and human rights, which entitles the EU to suspend the agreement unilaterally.

European Commission President Ursula von der Leyen stated that the horrific events taking place in Gaza on a daily basis must stop, calling for an immediate ceasefire, the release of all hostages held by Hamas, and unrestrained access for humanitarian aid.

The Commission specifically cited the deteriorating humanitarian situation in Gaza, the blockade of aid, and the intensification of military operations. The Commission pointed to the decision by Israeli authorities to advance a settlement plan in the E1 area of the West Bank as a factor that undermines the two-state solution.

Trade and Economic Impact

The Commission’s plan targets the suspension of preferential tariff treatment for more than one-third of Israeli goods exported to the EU. If implemented, these exports would instead be subject to Most Favoured Nation rates under World Trade Organization rules.

These rates would primarily affect agricultural goods, such as dried fruit. According to Commission officials, approximately 63% of Israel’s exports would continue to be shipped to the EU with a 0% tariff rate. The proposal does not bar trade entirely and would not affect customs or capital movement.

The Commission estimated that these measures would result in approximately 227 million euros, or roughly $269 million, in additional annual duties. In 2024, EU imports from Israel were valued at 15.9 billion euros, led by chemicals, transport equipment, and machinery.

The trade suspension requires the approval of a qualified majority of EU member states to proceed.

Bilateral Support and Sanctions

Beyond trade, the Commission proposed putting bilateral support to Israel on hold. This measure affects ongoing institutional cooperation projects, projects funded under the Regional EU-Israel cooperation facility, and future yearly allocations between 2025 and 2027.

Support for Yad Vashem and Israeli civil society is excluded from this freeze.

The proposed package also includes sanctions against two Israeli ministers and members of Hamas, alongside measures targeting violent settlers in the West Bank.
