microsoft is strengthening its European Digital Commitments with an expanded Sovereign Cloud offering, designed to provide customers with greater choice, control over data privacy, and robust digital resilience.Building on its 42-year presence in Europe, Microsoft is expanding its efforts with microsoft Sovereign Cloud, encompassing both public and private cloud infrastructure.
The expanded offering includes Data Guardian for European operations, External Key Management for customer-controlled encryption, Regulated Habitat Management for simplified configuration, and Microsoft 365 Local for critical productivity services in private cloud environments.
These solutions aim to empower European organizations to grow, compete, and led with increased control across Sovereign Public Cloud, Sovereign Private Cloud, and National Partner Clouds.

The Sovereign Public Cloud, an evolution of the Microsoft Cloud for Sovereignty, will be available across all existing European data center regions for all European customers, covering services like Microsoft Azure, Microsoft 365, Microsoft Security, and Power Platform. It ensures data residency in europe, under european law, with operations and access controlled by European personnel, and encryption fully controlled by customers. This applies to all customer workloads running in European data center regions without requiring migration.
Microsoft’s new Sovereign Private Cloud will support collaboration, communication, and virtualization workloads on Azure Local. This solution integrates Microsoft 365 Local and the security platform with Azure Local, providing consistent capabilities for hybrid or air-gapped environments to meet resiliency and business continuity requirements.
In France and germany, National Partner Clouds offer thorough capabilities of Microsoft 365 and Microsoft Azure in independently owned and operated environments. In France, microsoft has an agreement with Bleu, a joint venture between Orange and Capgemini, to operate a “cloud de confiance” for the French public sector, critical infrastructure providers, and essential services providers, designed to meet SecNumCloud requirements. In Germany, an agreement with Delos Cloud, an SAP subsidiary, enables them to operate a sovereign cloud for the German public sector, designed to meet the German government’s Cloud Platform Requirements.
Microsoft Sovereign Cloud offers a comprehensive set of sovereignty solutions for integrated productivity, security, and cloud services across Sovereign Public Cloud, Sovereign Private Cloud, and National Partner Clouds.
