Taiwan’s Executive Yuan announced it has injected NT$99.5 billion into general pay raises and individual compensation adjustments for military, public, and educational personnel, according to a report submitted to the Legislative Yuan on October 3, 2026. The funding aims to strengthen benefits, improve retention, and respond directly to a cross-party legislative consultation conclusion reached in April 2025.

The report outlines substantial financial commitments across multiple sectors, cna.com.tw reported. Military personnel benefit packages received about NT$3.4605 billion, targeting voluntary service duty allowances, combat unit bonuses, and specialized technical pay for sectors including flight control, electronic reconnaissance, and cyber warfare, reaching 168,831 individuals.

Firefighters and police officers absorbed approximately NT$1.3089 billion of the total funds. This allocation enhanced heavy-duty and hazard allowances, criminal investigation bonuses, and expanded the reach of work incentive funds and late-night hazardous duty stipends for 80,947 workers.

Government Raises Allowances for Civil Servants and Education Personnel

Beyond uniformed and public security services, the government adjusted 17 different professional allowances, service stipends, bonuses, and working grants for 11,783 civil servants across various professional fields. Education personnel also saw increases spanning six categories, including job stipends, hourly rates, and bonuses, impacting 362,399 recipients.

Looking toward the 2027 fiscal year, the Executive Yuan has already approved a broader compensation improvement package. The plan institutes a general four percent pay raise alongside a fixed NT$2,000 monthly increase for professional stipends, including teacher research allowances, and managerial duty additions.

Government Raises Retirement Income Replacement Rate for Police and Firefighters

Addressing police and firefighter retirement security under the revised Civil Service Retirement Act, the government raised the retirement income replacement rate ceiling for personnel with 35 years of service to 69 percent. This change lifts the average monthly pension for a qualifying police officer from NT$59,672 to NT$62,972.

The administration cautioned against sweeping legislative proposals to push the retirement income replacement rate ceiling up to 78.25 percent for police personnel. Such a move would raise the average monthly pension to NT$71,935, nearly matching the NT$73,630 salary of a junior officer, which the Executive Yuan warned could trigger an early retirement wave and drain front-line operational manpower.

Legislative Communication And Timeline For Remaining Adjustments

Following the April legislative consultation agreement that required the Executive Yuan to submit military and police personnel statue amendments within six months of the central government’s general budget submission, the cabinet delivered its formal assessment in early October 2026.

The cabinet committed to engaging actively with the Legislative Yuan throughout October 2026 to discuss remuneration structures. Executive officials emphasized that any future adjustments will balance fiscal responsibility against operational needs, favoring targeted role-based compensation over broad, uniform raises.
