(Seoul = Yonhap News) Reporter Seung-Han Cho = Director Choi Won-ho of the Ministry of Science and ICT’s Korea Aerospace Agency Foundation Promotion Team said, “The basic principle of the bill is to operate the Agency focused on experts. “We intend to realize the organizational structure as we create businesses and jobs in the future.”
Director Choi held a press briefing at a building in Jung-gu, Seoul on the 28th of last month before the announcement of the Korea Aerospace Ministry legislation, saying, “Since the Korea Aerospace Ministry is considered a model of innovation’ government, we have prepared a bill so that it can play a leading role.”
As for the location of the space agency, he drew a line saying that it would be discussed after the law is passed, adding that he is also considering bringing existing research institutions such as the Korea Aerospace Research Institute into the space agency.
The promotional group was launched in November last year with the aim of establishing governance to nurture the private aerospace industry. The special law includes various special cases that were not in the current civil servant system, such as removing the limit on the total number of private experts or the upper limit on their annual salary, and exempting them from empty trusts.
Director Choi said, “The purpose of each special case is to resolve the existing rigid system that may be a barrier to influx in order to bring in excellent experts and treat them appropriately.”
Regarding the possibility that the authority of public officials, including the head of the Commissioner, will be expanded, he said, “We will prepare all systems to prevent conflicts of interest or abuse of authority in lower statutes.”
Regarding the point that foreigners can access state secrets in the space field by allowing foreigners to be employed, he said, “If there is a position that absolutely needs to be hired, foreigners will be hired after careful examination strict whether they are related to security. “It will be prepared in the enforcement ordinance,” he replied.
Regarding the location of the Ministry of Aerospace, Director Choi said, “In the case of the site for the government building, it seems correct to decide when the law is passed.”
It is likely that the Space Flight Administration will be established in Sacheon in accordance with President Yoon Seok-yeol’s presidential election promise, but it has not been officially decided yet. However, it is interpreted that the fact that the special law specifies the improvement of the settlement conditions for workers belonging to the space flight agency as the responsibility of the state and local governments does not consider Sacheon as a candidate site.
It is noted that it is necessary to re-establish links with existing research institutions while placing research and development responsibilities on the space agency.
Regarding this, Director Choi said, “We intend to realize the relationship and role with the research institutions involved by preparing bylaws.” he said.
In response to some points that the views of aerospace workers were not properly reflected in the process of drafting the special law, Director Choi said, “We have been listening to the views of the advisory group in the past.” We will consult with various related organizations as we go forward.”
As for whether it is possible to open within the year, he said, “It will only be established when the law is passed and the legal basis is prepared, but I think it is enough time to create related jobs by the end of the year. “
On the other hand, he said, “The most referenced one is the National Aeronautics and Space Administration (NASA)” in terms of the space agency model. “NASA is an organization that carries out policy and research and development, and the whole organization is also a public servant.
