Investigation Underway on Fatal Collision Inside Seoul National University Campus

A devastating incident occurred within the Gwanak campus of Seoul National University, resulting in the untimely death of a delivery driver in his 40s. The fatal collision occurred when a village bus collided with the victim’s motorcycle, ultimately leading to his tragic demise. The police suspect that the bus driver’s negligence may have been the cause of the accident and have initiated a thorough investigation into the matter.

Mr. A, the 60-year-old village bus driver involved in the collision, has been booked by the Seoul Gwanak Police Station for potential breaches of the Special Act on Traffic Accidents. It is alleged that Mr. A neglected the safety of other road users, leading to the fatal collision with the delivery driver’s motorcycle at the intersection of the Seoul National University dormitory.

Tragically, the 119 rescue team arrived at the scene to find the victim, Mr. B, trapped beneath the bus. Despite efforts to save him, Mr. B succumbed to his injuries at a nearby hospital shortly after the incident. The police report indicates that Mr. B was already unconscious at the time of the accident, suffering from a broken leg as a result of the collision.

During the ongoing police investigation, Mr. A claimed, “I didn’t recognize the motorbike approaching due to the reflection of car headlights in the rain.” However, it has been noted that the motorcyclist was wearing fluorescent colored clothing, making their presence visible despite the adverse weather conditions.

Analysis of CCTV footage has revealed potential negligence on the part of Mr. A, prompting the authorities to consider transferring the case to the prosecution for further review. While the roads inside Seoul National University may not be legally designated as public roads, the severity of the incident has led to the application of the Special Act on Traffic Accidents in this case.

The police believe that the bus driver’s carelessness is likely to have caused the accident and they are carrying out an investigation.

Seoul Gwanak Police Station announced on the 12th that it had booked Mr. A, a village bus driver in his 60s, not detained on charges of breaching the Special Act on Traffic Accidents (causing death).

According to the police, Mr. A is suspected of killing a delivery driver by colliding with a motorcycle going straight in the opposite direction while driving a bus and turning left at the intersection of Seoul National University dormitory at about 7 :22 PM the previous day.

The 119 rescue team sent after receiving the report found Mr B with his leg caught in the bumper under the bus driver’s seat, and he was taken straight to a nearby hospital, but he died an hour later lately. It is said that Mr. B had broken his leg and was already unconscious at the time of the accident.

During the police investigation, Mr. A, “I didn’t recognize the motorbike (oncoming) because the car’s headlights were reflected in the rain.”

This three-way intersection had no traffic lights, and although it was raining and dark at the time of the accident, the motorcyclist was said to be wearing fluorescent colored tops and bottoms.

The police said, “As a result of analyzing the CCTV video, it appears that Mr A was negligent in looking ahead, so we intend to hand the case over to the prosecution after investigation.”

However, because the roads inside Seoul National University are not legally roads, the police charged Mr. A with violating the Special Act on Traffic Accidents instead of violating the Road Traffic Act.
