The accident happened after midnight on Monday as the passenger vessel, MV Trisha Kerstin 3, traveled to Jolo Island in southern Sulu from the port city of Zamboanga.
The ship carried 332 passengers and 27 crew members. It sent a distress signal at 1:50 a.m. Monday (17:50 GMT sunday), according to the coast guard.
As of Tuesday, authorities have rescued at least 316 people, but 28 remain missing. Rescue operations are ongoing.
