With limited resources like our Ministry, if we cannot find the main thing to focus on, the work will not be successful or it will only be average. If the Ministries hold, and the Departments hold, they must also hold the main thing, hold the axis, hold the thing that is pervasive throughout the country.
Breakthrough is finding a unique approach to create breakthrough development. Without breakthrough development, the national ranking will not change, and Vietnam will not be able to rise to become a developed country. During each industrial revolution, only a few countries will turn into dragons and tigers, those are the countries that find breakthrough development. If Vietnam wants to become a dragon, it must have breakthrough development. If the Ministry of Information and Communications wants to lead the community to be successful, it must have breakthrough solutions to create breakthrough development. By changing your approach, a difficult task will become an easy one, an impossible task will become possible. The more difficult, the more impossible, the bigger and grander the task, the more a new approach is needed. The things that we find difficult, big, impossible, big, and great are from a perspective, from a single approach. Change your perspective, change your approach and you will see that it is possible and doable. Change your perspective and even weaknesses become strengths. Changing the approach goes from having no resources to having a lot of resources. Leading an industry or field requires first thinking, finding a unique approach to create breakthrough development, and then making the breakthrough.

More broadly, when working, when looking at a problem, look around to see the whole picture, to behave in a balanced way. Looking more broadly, I see that my problem is smaller. Looking more broadly, we see many new approaches. If you look more broadly, you have to step back. If you step away, you will see your problem simpler and avoid complicating the problem when looking too close. If you look widely at the whole universe, you will see silence. Looking deeply into something, it seems very exciting. When working, and especially when making decisions, you must look closely and then look more broadly.
More comprehensively, no matter how many tasks we are assigned, no matter how many responsibilities we have, we must do all those tasks. Not the heavy side, the light side. If you can’t do what’s convenient, do it. If it’s difficult, leave it. Comprehensiveness is always the number one requirement for leaders. Looking at another person must also be seen holistically. Don’t just look at one corner and jump to conclusions. Fast does not mean slow or low quality. Fast usually comes with better quality. Fast often goes with excellence. But work should be fast, life should be slow.
Quality is more than work, we must pay attention to quality, not averageism. Leading others must be excellent. Only quality can last for a long time. Quality leads to brand. Quality is what is expected. Quality activates quality. People who receive something of quality tend to do their work with better quality. Quality is worth it. If I act carelessly, I feel embarrassed with myself. Only by doing quality work can we create a quality life for ourselves.
More practical is working to create value and benefits for people, businesses, and organizations. Doing work that is not practical should not be done, it wastes the state’s material wealth and brings no benefits. Whatever we do, we must take our people, businesses, and employees as the center. The joy of a practical job is seeing the value it brings to others. Work that is not practical is often work for advancement, or work to spend public money. Practicality is not flashy. Practicality is sustainable, not built on sand. Being practical will continue to be practical. Only practicality will bring prosperity to the nation. Being practical makes life better and better. Being practical is economical. Practicality is simple.
