The first meeting of the Monitoring Committee on the implementation of Moldova’s Reform and Growth Facility took place on 24 September 2026 in Chisinau, bringing together European and national officials to evaluate the country’s economic convergence program. Adrienn Kiraly, Director, Directorate General for Enlargement and Eastern Neighbourhood at the European Commission, and Alexei Buzu, Secretary-General of the government and National Reform and Growth Facility Coordinator for the Republic of Moldova, co-chaired the session.
Participants examined ongoing reforms and investments tied to the EU-Moldova Growth Plan, which was launched in the spring of 2025. According to the EU Delegation to the Republic of Moldova, the financial instrument is worth up to €1.9 billion for the 2025–2027 period, making it the largest ever EU financial support package for the country.
Reform Commitments and Transparency Standards
During the Chisinau discussions, Moldovan representatives agreed on the necessity of maintaining a rapid pace of reform implementation while ensuring proper budgeting, monitoring, and reporting under high transparency standards. The meeting also addressed measures to scale up investment through the Neighbourhood Investment Platform. Both sides emphasized the importance of strong strategic and political steer alongside increased institutional capacities—including within civil society groups—to guarantee the timely completion of reform commitments.
To date, Moldova has implemented 28 reform commitments and unlocked over €500 million under the Facility. The Regulation establishing the Reform and Growth Facility was approved by the Council and the European Parliament in March 2025, operating as the primary financial instrument underpinning the broader Growth Plan.
Upcoming Assessments and Funding Disbursement
In the days following the 24 September gathering, the European Commission is scheduled to issue its formal assessment of the specific reforms due by June 2026. Funds corresponding to the achieved steps will be disbursed in early October 2026, according to joint statements from the committee.
The Growth Plan aims to accelerate Moldova’s economic convergence with the European Union, improve access to the EU single market, and mobilize investments for job creation. As part of these efforts, the European Commission previously launched a Call for Expressions of Interest for businesses. Out of 115 companies that applied, 10 letters of intent have been signed with firms receiving targeted support to realize their projects.
