Daylight Drone Strikes Target Kyiv and Regional Facilities
The daytime attacks on September 25 hit several locations in the Ukrainian capital, including an office building and a residential structure. According to Kyiv Mayor Vitali Klitschko, the strikes killed seven people and left 46 others injured. Among those killed was a 14-year-old boy. The Israeli Ministry of Foreign Affairs confirmed that the teenager held Israeli citizenship and reported that his mother was among the wounded. Journalists from Agence France-Presse observed pedestrians running through downtown streets while looking skyward at the sound of a buzzing jet-powered drone. A morning strike left apartments on the ninth and tenth floors of a residential building blackened by fire. Ukrainian President Volodymyr Zelensky stated that an additional warehouse utilized by McDonald’s was struck near the capital. Outside Kyiv, the violence extended to other regions. A separate strike in the southern Odesa region killed one person at a postal facility. In Zaporizhzhia, a Russian drone strike damaged a hospital building and sparked a fire, forcing firefighters and medical personnel to evacuate seven patients while injuring two people.
Patriot Missile Production Agreement Secured With US
Amid the airstrikes, President Zelensky announced on September 25 that United States President Donald Trump reached a final decision to provide Ukraine with the licenses required to manufacture Patriot air defense missiles domestically. Zelensky confirmed the agreement in a voice message to reporters following meetings in New York, stating that Trump confirmed the final decision. The proposed production agreement addresses a critical capability gap for Ukraine, which relies on PAC-3 intercepters to shoot down ballistic missiles. While the licensing deal represents a major strategic advancement, it functions as a long-term project. Zelensky previously estimated that establishing domestic Patriot production would take between one year and a year and a half, leaving no immediate impact on current defensive operations against ongoing Russian bombardments.
Cross-Border Retaliation Targets Russian Energy and Military Sites
Responding to the civilian casualties and infrastructure damage, the Ukrainian military launched retaliatory drone and missile operations against Russian territory. Zelensky stated via Telegram that forces struck two oil refineries, a military plant, and army radar installations across multiple Russian regions during the night of Thursday to Friday.
