Former Vice Governor Lee Hwa-young’s Bail Request as Trial Approaches – Latest Update and Details

Lee Hwa-young, former vice governor of Gyeonggi Province, who is on trial on charges of remittances from the Ssangbangwool group to North Korea, requested bail about a month before the first trial was sentenced.

Lee Hwa-young, CEO of KINTEX (former deputy governor of Gyeonggi-do Peace), suspected of receiving hundreds of millions of dollars in cash and valuables from the Ssangbangwool Group, is expected to attend the substantive examination of the arrest warrant preliminary hearing (interrogation of the suspect before arrest) will be held at the Suwon District Court in Yeongtong-gu, Suwon-si, Gyeonggi-do on September 27, 2022. The bail hearing date for former Deputy Governor Lee is said to have not yet been set.

Former Deputy Governor Lee was arrested in September 2022 and tried in October of the same year on charges of receiving and using Ssangbangwool company cards and vehicles (violation of the Political Funds Law and Corruption) while serving as deputy governor of Gyeonggi Province and CEO of KINTEX. In April last year, the court issued an additional arrest warrant for former deputy governor Lee on charges that Ssangbangwool was involved in the process of smuggling foreign currency to pay for North Korea’s South Korea project. Gyeonggi (violation of the Foreign Exchange Transaction Law). In October last year, a third arrest warrant was issued for former deputy governor Lee for allegedly ordering Ssangbangwool to delete data relating to the “suspicious corporate card” (ordering the destruction of evidence) .

As a result, former Deputy Governor Lee’s prison term was due to expire last month. However, when the court issued a further arrest warrant, former Vice Governor Lee filed a recusal application against Suwon District Court Criminal Settlements Division 11 (Chief Judge Shin Jin-woo), who was responsible of the first trial. The court rejected the recusal request, but the trial was suspended for about two months as former deputy governor Lee repeatedly appealed and re-appealed. The period during which the escape request was processed is not included in the detention period, so the deadline for former Deputy Governor Lee’s arrest was postponed to June 21.

Some in the legal community predict that it will be difficult to grant bail, considering the fact that the trial was delayed due to circumstances on the part of former Deputy Governor Lee, including last year’s lawyer firing incident, and that there is only one month left until the first sentence of the trial on June 7th. This comes out. There is also the opinion that the situation that is causing controversy outside the court, such as former Deputy Governor Lee’s recent accusations of “suspecting the prosecutor’s office of seducing the prosecutor’s office by drinking”, could also be a factor in bail denial.

Former Deputy Governor Lee said: “The series of trials, including the dismissal of the lawyer, were not an attempt to delay the trial or obstruct justice, but a response to the exercise of the right of self-defense to correct the incorrect facts.”
