French households heating with gas face a recurring tariff increase as fewer customers share the fixed costs of operating the national distribution network, according to data published by JeChange. Because underground pipes, meters, and maintenance costs remain largely stable while consumption drops, the unit price per kilowatt-hour climbs for everyone who stays on the system.

Tarif ATRD Adjustments and the Network Cost Factor

The transmission and distribution tariff known as ATRD applies to every gas bill regardless of the chosen supplier. In a deliberation dated February 15, 2024, the French Energy Regulation Commission (CRE) outlined the structural drivers behind the upcoming rate hikes for the 2024–2027 regulatory period, noting a projected annual decrease of 2.02% in distributed gas consumption and a 1.54% drop in connected homes and businesses.

Those twin declines translate into an automatic upward pressure of roughly 1.9% per year on the distribution network tariff. JeChange reported that approximately one-third of the scheduled network tariff increase on July 1, 2026, directly compensates for the loss of customers and volumes, with the remaining two-thirds driven by other formula parameters.

Financial Impact on Household Gas Bills

For an average household with an annual bill of 1,200 euros, the network tariff adjustment scheduled for July 1, 2026, adds about 18 euros to the total cost. Out of that addition, roughly 6 euros stem directly from the shrinking subscriber base and reduced gas volumes moving through the pipes.

While that monetary amount appears modest on an annual scale, it recurs every year as long as the distribution network continues to lose accounts. This structural creep compounds other mandatory charges, including the natural gas excise tax set at 16.66 euros per megawatt-hour and a 20% VAT rate applied to both subscriptions and consumption since August 1, 2025.

Shifting Heating Habits and Heat Pump Adoption

The contraction in network volume is driven by broader shifts in the French heating market away from fossil fuels. Data from Uniclima, the thermal industries trade union, shows that combined sales of gas and fuel oil boilers dropped 41% between 2021 and 2025, falling from 715 000 units in 2021 down to 422 000 units in 2025 after a 38% decline through 2024.

Simultaneously, sales of air-to-water heat pumps reached 179,377 units in 2025, establishing France as the leading European market for heat pump adoption according to the International Energy Agency. Additional downward pressure on gas usage comes from residential energy renovations, strict new construction standards under RE2020, milder winters, and widespread energy conservation efforts following the price crisis.

Managing Rising Fixed Costs Under the Current Price Repère

Consumers remaining on the gas network cannot change the regulated distribution tariff, but they retain flexibility over their supply contract and subscription choices. JeChange advises comparing individual kilowatt-hour rates against the official reference sale price of 0.1456 euros per kilowatt-hour including tax recorded in October 2026 for a gas-heated home.

Because switching suppliers is free and involves no service interruption, households can audit their fixed subscription costs. This step is particularly relevant for customers who use gas solely for cooking or water heating, as the fixed portion of the bill commands a much larger share of total expenses when overall consumption falls.
