Global critical mineral supply chains face a structural tension between friendshoring and strategic autonomy as governments attempt to diversify away from Chinese dominance in rare earth elements, according to industry reports. Beijing’s use of export controls on rare-earth permanent magnets has repeatedly targeted trade rivals, forcing diplomatic and economic adjustments across the United States, Japan, and European markets.
The Shift Toward Heavy Rare Earths
According to reporting by Bloomberg’s David Fickling, China’s grip on neodymium and praseodymium has begun to weaken as global production outside China reached nearly a third of total output. Consequently, Beijing has shifted its strategic focus to scarcer heavy rare earths, or HRE, including samarium, dysprosium, and terbium. These elements are essential for high-performance applications such as electric-vehicle motors, wind turbines, guided missiles, and aeronautics, where conventional magnets lose effectiveness at elevated temperatures.
Geologically, these ionic-absorption clay formations were historically associated primarily with Longnan in southern China, discovered during the Cultural Revolution in 1969. However, geologists and industrial chemists have identified alternative deposits globally. Miners exploring cross-border formations in Myanmar’s Kachin state have extracted significant quantities of HRE, while well-regulated projects advance elsewhere, such as a central Goiás state clay deposit in Brazil developed by Denham Capital Management LP and acquired by USA Rare Earth Inc. under a $2.8 billion deal announced in April. A study cited in industry coverage confirmed ionic deposits across four continents, including Madagascar, Malawi, Uganda, Chile, Australia, Malaysia, Thailand, Vietnam, and Finland.

Trade Rules and Regulatory Enforcement
According to analyses from Rare Earth Exchanges, China’s rare earth dominance relies on a systemic utilization of regulatory gaps, trade-rule exploitation, and environmental externalization. Upstream export restraints, including past duties, quotas, and licensing restrictions, biased raw materials toward domestic processors. These measures were found inconsistent with Beijing’s World Trade Organization obligations following dispute findings by the U.S., EU, and Japan in 2014 panel and appellate body rulings.
Investigations from 2010 through March 2026 documented illicit supply chains where unauthorized mining feeds unapproved separation plants. While Chinese customs authorities implemented successive crackdowns on smuggling rings and acknowledged illegal production as persistent, state-backed consolidation strengthened control over official output. Meanwhile, stricter domestic environmental enforcement inside China prompted sourcing from regions with weaker governance, displacing industrial pollution and externalizing ESG risks across international supply networks.
