Special measures districts designate areas where the implementation rate (based on the budget execution rate) of the metropolitan transportation improvement measures is less than 50% among districts that have already moved in or are expected to move in within one year. An official from the Ministry of Land, Infrastructure and Transport said, “In the short term, we will introduce a chartered bus or create a new inter-regional bus route, and in the long-term, we will find complementary points such as the expansion of railways, which are the basis of inter-regional transportation measures.” “We will gradually increase the number of special countermeasures zones.”

In particular, in Hwaseong Dongtan District 2, more than 80% of tenants have moved in by the end of the year, but the implementation rate of transportation measures is only 42%.

In addition, the Ministry of Land, Infrastructure and Transport will conduct a full-scale survey of the traffic conditions in 128 districts (87 in the metropolitan area, 20 in Busan/Ulsan, etc.) for which regional transport improvement measures have been established, and the measures for each district will be announced sequentially from September.
