FTC Holds “Voice Cloning Challenge” to Combat Voice Manipulation Technology

The US Federal Trade Commission (FTC) is recruiting methods to counter artificial intelligence (AI) voice manipulation technology in the “Voice Cloning Challenge” competition until 8pm on the 12th (local time). The FTC explained in November last year that the intent of the competition was to “promote innovative ideas to prevent, analyze, and evaluate harmful speech copying.”

AI technology that analyzes and imitates human voices can be abused. Last April there was an incident in Arizona where scammers used AI voice technology to make it appear as if a daughter had been kidnapped and was demanding a ransom.

The competition is divided into three categories. This is a product that provides a method to limit voice copying by unauthorized users, real-time voice manipulation monitoring and observation technology, and analysis to check whether audio data contains duplicate voices.

According to the FTC, judges will evaluate each proposal based on feasibility, usability and versatility in a rapidly evolving technological environment. Written proposals should include a brief of less than 10 pages describing the product, policies and procedures, along with an abstract of less than 1 page. Participants can also submit videos explaining or demonstrating how it works.

First place is $25,000, second place is $4,000 and up to three honorable mentions will receive $2,000. The winner will be announced within 90 days of the deadline.

The competition is administered by the FTC in accordance with the America Competes Act, which appropriates funds for government agencies to sponsor competitions related to technological innovation. The FTC has already held technology-related competitions four times. This was a competition to reduce the number of illegal robocalls and strengthen the security of the Internet of Things.
