Rashaad Muhammad, a Georgia man, alleges severe medical neglect while incarcerated at the Fulton County Jail in Atlanta led to the amputation of his fingers and lower legs. Muhammad shared his story during a news conference on Wednesday, April 29, 2026, alongside his attorney, Ben Crump.

According to Muhammad and Crump, jail medical staff repeatedly failed to provide necessary antibiotics and medical supplies despite his repeated requests. Muhammad was initially arrested in August 2025 and booked into the Fulton County Jail. Within two weeks, his condition deteriorated to the point where he could no longer stand and required hospitalization. Doctors ultimately determined that amputation was necessary to save his life.

Crump characterized the treatment Muhammad received as “the very definition of deliberate indifference” and a violation of his constitutional rights. He stated that attending the news conference felt like “coming back to a nightmare that you pray every day isn’t real.”

Ongoing Scrutiny of Fulton County Jail

The Fulton County Jail has been under increased scrutiny in recent years, prompting a civil rights probe by the U.S. Department of Justice in 2023. The investigation revealed unsafe and unsanitary conditions for prisoners, violating their constitutional rights. A court-enforceable consent decree was established a year ago, and an independent monitor has been tasked with assessing jail conditions and tracking progress.

Crump also placed blame on the Fulton County Board of Commissioners, arguing they were aware of the jail’s problems but failed to take adequate action. He suggested the construction of a new jail facility, a proposal supported by Sheriff Pat Labat. The board recently approved borrowing up to $1.3 billion for jail improvements, including a new special purpose facility and renovations to the existing main jail.

Allegations Against NaphCare

Crump further accused NaphCare, the jail’s medical provider, of negligence. He alleges that both NaphCare employees and jail guards ignored Muhammad’s pleas for help. Crump called for NaphCare to be removed as the jail’s medical provider, citing the 2022 death of another inmate in a bedbug-infested cell.

Muhammad stated that his meeting with Sheriff Labat was “productive” but “not enough.” He and his legal team have requested a criminal investigation into the events leading to his amputations. They are currently gathering details and exploring all available legal options to seek justice and hold those responsible accountable.

According to attorney Liza Park, Muhammad has a chronic bladder condition requiring regular antibiotic use. He routinely carries the necessary medications with him and informed jail staff upon arrival of his medical needs. Despite this, he alleges his requests for medication were ignored.

Muhammad was initially arrested on August 11, 2025, following a shooting incident. He contacted 911, and upon the arrival of police, he was arrested on charges of aggravated assault and gun possession. Park stated that Muhammad informed officers during his arrest about the antibiotics and medical supplies located in his vehicle.

After being cleared by medical staff at Grady Memorial Hospital, Muhammad was taken to the Fulton County Jail. He repeatedly informed jail medical staff of his need for antibiotics and other medical supplies. Fellow inmates also reportedly urged jail and medical staff to assist him as his condition worsened.

Muhammad was moved back to the hospital on August 22, 2025, in “severe medical distress.” After emerging from a coma weeks later, doctors informed him that amputation of his hands and legs was necessary to save his life, describing it as a choice between “life over limbs.” He spent months in the hospital undergoing multiple surgeries.

The criminal charges against Muhammad were dropped while he was hospitalized, according to Park.
