Free Healthcare for Children Under 14
A key component of the reform is the elimination of healthcare fees for children and young people up to age 14. This exemption covers a wide range of services provided by the National Health Service, including specialist visits, diagnostic tests, clinical investigations, and even emergency room visits classified as “white code,” indicating non-critical cases. The age of the patient is the sole criterion for eligibility, irrespective of family income.
Furthermore, children under 14 will not be required to pay for examinations prescribed by pediatricians or family doctors, nor for oncological screenings. These age-based exemptions complement existing provisions for individuals with disabilities, chronic illnesses, or rare diseases, ensuring broader access to free care for various segments of the population.

Additional Healthcare Benefits in 2025
Beyond the exemptions for children, the 2025 healthcare package includes several other provisions. A “Psychologist Bonus” will offer up to 1,500 euros in financial assistance to individuals with low incomes. Mothers who are unable to breastfeed will receive a 400-euro annual subsidy for artificial milk.
The government will continue to provide monthly contributions to individuals with celiac disease to help offset the cost of gluten-free food. People with disabilities will be eligible for deductible medical expenses, as well as discounts on assistive devices, fuel, and vehicles. Free oncological screenings and specialist visits within the private healthcare system (intramoenia) at no additional cost will also be available if public service wait times are excessive.
